摘 要

产业集群是推动一国经济发展的强劲力量，但是，产业集群本身存在系统与理论缺陷，因此，为更好的发挥其经济推动作用，政府有必要参与到产业集群发展的过程中去。本文首先介绍了产业集群相关概念和集群特征，通过对国内外文献的整理对于政府参与集群发展的必要性和重要性进行阐述。接着论文从四个阶段，分别是产业集群集的形成期、成长期、成熟期、衰退期来分析政府的定位，并得出结论：形成期政府作为引导者、服务者、调节者为集群发展铺垫基础，成长期政府充当控制者、协调者以及要素提供者，促进集群迅猛发展，成熟期政府担任公共管理者的角色，打造国际网络，打破封闭状况，维持公共秩序，衰退期政府则需要开拓潜力，转移衰退产业，保证集群企业最大程度发展；最后通过江苏光伏产业集群分析的基础上验证以上结论，从而由点及面，对我国产业集群发展的不同阶段中政府所应扮演的角色提供有益参考。

Study of the position of the government during different stages of development of industry cluster

Abstract

The industrial cluster has become a new driving force for economic development at home and abroad show. However, the industrial cluster have certain defects in the system and the theoretical defects, a large number of successful development practice have proven it is necessary for the government to participate in the development of industrial clusters and promote the healthy development of industrial clusters. The paper then introduces the conceptsand characteristics of industrial cluster , let the readers have a preliminary knowledge of industry cluster.Through existing literature papers,the necessity and importance for the government to join are introduced in this paper. Then the paper uses four stages of the development of the industrial cluster : the formation, growth period, mature period, decline phase.the paper also analyze the government's position and role.We can concluded that the formation of industrial cluster ,the government plays the role of a guide, providers, regulators. the government is the controller,coordinator or provider , promote the rapid development of the cluster during the growth period.Mature period,the government plays the role as a public manager,build the international network,break the closed condition,maintain public order and during the recession period,the government need to explore the potential transfer to declining industry,ensure the enterprise development arrive the greatest extent; finally through the analysis of Jiangsu industrial cluster based on photovoltaic to verify the above conclusions, from point to surface, we can know the government should do the different things during the different stages of China's strategic emerging industriesand do some guidence.
