摘 要

中国光伏产业是新兴产业，在中国政府政策的支持，民间资本的涌入，国外市场的需求下，中国光伏产业展现出欣欣向荣的景象。近年来中国光伏产业与欧美贸易规模不断地扩大，但与此同时，欧美对华光伏产品贸易也不断摩擦升级，对我国光伏产品进行反倾销制裁。

本文在翻阅大量中外文献的情况下，对反倾销理论进行梳理，介绍其概念、法规及其相应程序，剖析中国光伏产品所面临西方反倾销调查的实际状况及其特点，阐述中国光伏产品遭受反倾销调查的成因及影响，其中中国光伏产业遭受反倾销的成因主要从世界经济的不景气、欧美因素、中国自身因素三个方面进行阐述。一方面世界经济格局由西方发达国家主导，经济危机下，欧美经济衰退必然导致欧美对华贸易战略政策的调整；另一方面，中国光伏产业自身产业结构、市场结构、技术结构的不合理，政府对于光伏企业的扶持力度过高、光伏企业自身不能够积极应对反倾销调查等因素均加大了美欧对华光伏产品惩罚的力度。当然欧美对华光伏产品反倾销所带来的影响是有利有弊的。最后本文从中国政府，行业协会，企业三个角度研究相应的对策来应对危机。

The causes of American and European Photovoltaic products anti-dumping against China and its influence

Abstract

 Chinese PV industry is an emerging industry, under the support of policy of the government , the influx of private capital, the demand of foreign markets, the Chinese PV industry shows a thriving scene. However, the world economic crisis, the rise of trade protection, Europe’s and the United States’ products trade on China PV continuously friction upgrade, giving anti-dumping sanctions on China PV products. Our PV companies suffered heavy , the interests suffered infringement.

On the basis of reading a lot of foreign literature, this paper will sort out the anti-dumping theory, introduce the concept, laws and procedures of anti-dumping.Analyzing the status characteristics of anti-dumping in China PV industry encountered. Exploring the cause and influence of anti dumping for Chinese PV industry has encountered. The cause will be stated from the recession of the world economic, the factors of Europe and America, China's own factor in three aspects. On the one hand the world economic pattern is dominated by the western developed countries, and the Europe and the United States implement Economic hegemony in the Globe. Under the economic crisis, Europe and the United States suffered economic recession. Europe and the United States have discrimination in the trade policy on China. On the other hand Chinese industrial structure, market structure and technical structure are unreasonable. The government's massive fiscal subsidies.Chinese enterprises respond to low enthusiasm. Europe and the United States’ anti-dumping on China PV will bring much influence, there are both advantages and disadvantages. Finally, the Countermeasures: the positive measures will be taken to deal with the crisis from the Chinese government, industry enterprises and associations.

引言

在能源短缺与气候恶劣变化的背景下，利用太阳能进行发电获得清洁能源愈来愈受到各国政府和投资者的重视。中国经济发展迅速，能源消耗越来越大。一方面国内的能源开发完全满足不了经济发展的需求，另一方面我国能源供给主要依靠煤炭石油等常规能源，这些常规能源不可再生，并且对环境带来严重污染，因此中国政府重视光伏产业的发展，对这朝阳产业给予了有力的扶持。

2009年到2010年我国光伏产业发展迅速，全国许多地区几乎都把光伏定位优先发展的朝阳产业。中国建设了一百多个生产基地，已经形成了规模庞大的产业结构。中国成为光伏组件产品的生产工厂，是光伏产品生产和销售的大国。然而我国光伏企业还没有掌握关键的核心技术，核心技术掌握在欧美大型光伏企业中，这样也导致了中国制造部分零件成本偏高。中国光伏产品结构不合理，许多高端设备产品都是靠国外进口，而低端的光伏组件产品的生产出口占到全球份额的58%。一些高科技的设备仪器生产企业实力比较弱，技术也不够成熟。中国光伏产品的市场结构过于单一，自己大规模的生产而消费市场却很小，大部分产品销售到欧美地区。
