摘 要

伴随着近年来的发展状况，随着时间的发展，我国经济社会发展的尤为快速，农村社会的整体面貌也发生着日新月异的变化。与此同时，随着社会的发展，我国农村社区治理中逐渐出现了一系列由公共服务不足引发的问题。我国农村社区的公共服务主要是通过政府和相关的社会组织的有效供给，在一定程度上促进农业生产水平的发展、提高农民生活质量，实现农村社区公共服务均衡化，促进农村社区的治理变革。但是，通过对我国现阶段农村社区公共服务供给的发展分析，可以发现，虽然我国在农村社区公共服务供给这一方面取得了一定的成果，但公共服务供给中供给总量不足、供给效率低下的问题依然存在，^[1]并会对农村社区的治理造成一定的影响。通过对目前的农村社区治理进行变革，改善相关问题，从而实现农村社区公共服务均衡化，实现城乡发展一体化。

Rural Community Governance Reform from the Perspective of Public Service Equilibrium

Abstract

With the development of recent years, with the development of time, China's economic and social development is particularly rapid, the overall appearance of rural society is also changing with each passing day.However, with the development of society, a series of problems caused by insufficient public services have gradually emerged in the governance of rural communities in China.The public service of rural communities in China mainly promotes the development of agricultural production level,improves the quality of farmers' living, promotes the equalization of rural community public services, and promotes the governance reform of rural communities through the effective supply of government and related social organizations.However, through the analysis of the development of public service supply in rural communities in China at the present stage, we can find that although China has made some achievements in the supply of public service in rural communities, the problems of insufficient total supply and inefficient supply in the supply of public services still exist, and will have a certain impact on the governance of rural communities.Through reforming the current rural community governance and improving the related issues, the rural community public service can be balanced and the urban and rural development can be integrated.

一、绪论

我国现阶段的农村社区发展，在取得令人瞩目的成就的同时，一系列问题，如：农村社区自治能力不足、农村社区治理水平滞后、农村社区居民组织化程度低等，使农村社区治理变革成为必然。农村社区在一些重点领域的发展值得我们不断深思，并从中找出可行的办法来进行农村社区治理变革，解决过程中可能出现的问题。

研究背景

近年来，在公共服务供给方面，我国农村社区取得了令人瞩目的发展成就，但同时也存在着令人不得不重视的一些供给问题，如供给总量不足、供给效率低下、供给结构不合理等。这些公共服务供给问题在一定的程度上造成了农村社区的治理困境。在我国新农村建设的背景下，政府加大了对农业和农村发展的支持、投入力度，通过对目前现状的分析，我国亟需解决农村社区公共服务供给中的结构问题以及供需矛盾、供给主体问题。农村社区中公共服务供给的效果及居民的真实需求在一定程度上决定了是否能通过农村社区的公共服务均衡化来推进农村社区的治理变革，促进农村的发展与进步。
