摘 要

随着网信技术的不断更新与嬗变，区块链作为一种潜力巨大的互联网底层技术也逐渐走进人们视野。这项技术正在使人类社会的联系状态由信息互联向价值互联嬗变，为社会带来更多改善的可能性。基于科层制自上而下的决策模式在复杂化社会难以公开、透明、高效地应对决策风险。区块链技术天然具有去中心化、去信任、可追溯、透明、安全等特点，能有效克服目前公共决策存在的危机，形成合作共治、多头互联的公共决策机制。为了更好迎接公共决策挑战，本课题从“区块链”相关概念入手，分析该技术在创新公共决策模式的可能性、必要性和可行性。笔者将对区块链技术在公共决策应用中的理论和现实可能进行分析，结合技术和传统模式缺陷等层面探讨区块链技术创新公共决策模式的必要性，从法律、政策、技术和制度等角度分析该技术创新公共决策模式的可行性。

Research on the Possibility, Necessity and Feasibility of Using Blockchain Technology to Innovate Public Decision Model

Abstract

With the continuous updating and transformation of the network technology, the blockchain has gradually entered the people's field of vision as a potential underlying Internet technology. This technology is transforming the connection state of human society from information interconnection to value interconnection, bringing more possibilities for improvement to society. The top-down decision-making model based on bureaucracy is difficult to deal with decision-making risks in a complex society in an open, transparent and efficient manner. Blockchain technology naturally has the characteristics of decentralization, trust, traceability, transparency and security. It can effectively overcome the current crisis of public decision-making and form a public decision-making mechanism of cooperation and mutual governance. In order to better meet the challenges of public decision-making, this topic starts with the concept of “blockchain” and analyzes the possibility, necessity and feasibility of the technology in innovative public decision-making mode. The author will analyze the theory and reality of blockchain technology in public decision-making applications and explore the necessity of blockchain technology innovation public decision-making mode in combination with technology and traditional model defects, from law, policy, technology and system. The feasibility of this technology innovation public decision-making model is analyzed from the angle.
