摘 要

随着当前社会的迅速发展，公民的民主意识普遍普遍觉醒，积极参与到公共管理活动中来，整个社会对公共管理活动的期许越来越大。在这个过程中，不仅需要公民的参与，而有效的公民参与直接影响公共管理活动的效果，对维护社会稳定和促进社会和谐发挥了不容小觑的作用。本文在前人研究的理论和实践基础上，对现阶段如何实现公民参与的有效性进行分析。首先从概念切入，明确公共管理的范围、公民参与的方式、内容等基本理论。然后从典型事件中分析有效的公民参在公共管理活动中的必要性，从多方面对公民有效参与的障碍进行分析，借鉴西方发达国家公共管理发展过程中的有效经验，从而提出有利于公民有效参与的对策思路。

Research on the Effectiveness of Citizen Participation from the Perspective of Public Management

Abstract

At present, with the rapid development of the society , the public’s sense of democracy is generally awakened .Active participation of citizens in public administration ,the society as a whole is expecting more and more from public management activities .In the process ,not merely the participation of citizen s ,but also effective citizen participation directly affects the public management activities .It has a profound impact on keeping stability of society and promoting social harmony .Based on the theory and practice of previous studies ,this paper analyzes how to achieve the effectiveness of citizen participation at this stage .First of all ,from the concept of cut-in ,clear the scope of public management ,citizen participation in the way ,content and other basic theory .Then ,it analyzes the importance of effective citizen participation in public management activities from typical events ,analyzes the obstacles of effective citizen participation from various aspects ,and puts forward the methods of effective citizen participation.
