摘 要

城市社区作为当今社会不可或缺的一部分，在社会治理中有着越来越重要的地位,而居民的参与是城市社区发展的基础。城市社区的建设离不开居民的参与，社区治理中居民的有效参与的情况基本可以体现出城市社区建设发展的状况。并且在十九大中也提出过相关任务要求,在各个层面来讲，全国各地都开始逐步探索如何更加有效的进行社区的建设，而要真正解决居民参与社区治理的问题, 增加居民的参与度, 就必须在社区进行实地的调查。以实践为基础，才能更多的了解居民参与社区治理的现状。本文以江苏省无锡市景丽东苑社区为例,分析景丽东苑社区内居民参与的现状,针对景丽东苑社区居委会素质不高、社区自治意识不足、资金不充足、居民参与渠道不畅等问题,针对这些问题提出相对应的对策,完善社区治理体系，培养居民参与热情,提升社区居民参与积极性。

Problems and countermeasures of residents' participation in urban community governance: a case study of Jingli Dongyuan community in Wuxi

Abstract

As an essential part of today's society, the city community plays an important role in social governance, and the participation of residents is the basis for urban community development, and the construction of the city community is inseparable from the participation of the residents. The community's effective participation community governance can basically reflect the construction and development situation of the city community. We also proposed the relevant task requirements in the 19th and large scale. (一)研究背景和意义

21世纪以来，随着经济与社会发展，我国城市化也在进一步加速之中。作为当今社会不可或缺的一部分，城市社区在社会治理中有着越来越重要的地位。并且在十九大中也提出过相关任务要求,在各个层面来讲，我国城市社区治理的改革已经是势在必行。全国各地都开始逐步探索如何更加有效的进行社区的建设，而居民参与是社区治理的核心，想要真正解决城市社区中居民参与的问题, 提高社区居民的参与度,就必须在社区进行实地的调查。以实践为基础, 更多的了解居民参与社区治理的现状。

讨论城市社区治理中居民参与的问题，有助于我们进一步理清思路、丰富理论知识，为解决此类问题提供理论支持和思路对策。二十一世纪以来，随着我国城市化的加快和社会结构大方面的改变，人们的生活已经与城市社区密切相关了。城市社区的建设和发展离不开居民的参与，深入探究如何提高居民参与的积极性具有重要意义。故笔者通过查阅相关的文献资料，并对江苏省无锡市景丽东苑社区进行实地调查，对景丽东苑社区中居民参与的现状进行分析，发现社区治理中居民参与存在的问题，结合国内外的研究和实践提出解决城市社区中居民参与困境提出相关对策，以期城市社区建设和发展得到稳步提升。
