摘 要

随着中国经济社会的迅速发展，城市化水平不断提升，随之带来了许多公共安全事件的发生，给城市居民的生产生活和生命财产安全带来了巨大的威胁。公共安全应急能力的提升不仅受到了学术界的广泛关注，也被我国的党和政府高度重视着。城市社区作为联系群众、服务群众、解决群众问题的“最后一公里”，其公共安全应急能力水平尤为重要。城市社区作为公共安全事件发生的第一现场，也是最基层的力量，在应急管理中能够发挥重要作用，对于保护人民生命财产安全，减少经济社会的损失十分重要。

本文通过阅读相关文献资料，了解国内外关于公共安全、城市社区和应急能力评价的研究现状，对社区的公共安全应急能力的构成要素和影响因素进行了分析，建立城市社区公共安全应急能力评价指标体系，并通过层次分析法确定指标权重，再结合宜昌市YP社区公共安全应急能力评价的实例研究进行了初步的验证，并根据评价结果找到了其在公共安全应急能力建设中存在的问题，并为社区的应急能力的提升和应急管理的优化提出相应建议对策。

本文的创新点为基于“4R”理论将应急能力的构成要素划分为为应急准备能力、应急响应能力、应急保障能力和恢复重建能力四部分，并根据四大要素建立城市社区公共安全应急能力评价指标体系，并以YP社区为例开展个案研究，对指标体系进行了实际运用与评价。

Abstract

With the rapid development of China's economy and society, the level of urbanization continues to increase, and it has brought many public safety incidents, which have posed a huge threat to the production and life of urban residents and the safety of life and property. The improvement of Public Safety Emergency Response Capability has not only attracted widespread attention from academia, but also has been highly valued by our party and government. As the "last kilometer" to connect with the masses, serve the masses and solve the masses' problems, the level of public security emergency response ability is especially important. As the first scene of public safety incidents, urban communities are also the most grassroots forces. They can play an important role in emergency management and are important for protecting people ’s lives and property and reducing economic and social losses.

By reading the relevant literature, this author understands the research status of public safety, urban community and emergency response capability evaluation at home and abroad, and analyzes the composing elements and influencing factors of community public safety emergency response capability. Through the establishment of the evaluation index system of the Public Safety Emergency Response Capacity of Urban Communities, the author evaluates the problems existing in the construction of public safety emergency response capacity of urban communities, and proposes corresponding countermeasures for the improvement of community emergency response capacity and the optimization of emergency management.

Based on the "4r" theory, this paper divides the components of emergency response capability into four parts: Emergency Preparedness Capability, Emergency Response Capability, emergency support capability and recovery capability, according to the four factors, the evaluation index system of Public Security Emergency Response Capacity of urban community was established, and the case study of Yp community was carried out to evaluate the index system.

1.1 研究目的与意义

1.1.1 研究背景

公共安全事件涵盖面极其广泛，涉及到人们生活的各个方面。在经济迅速发展的当今社会，各类公共安全事件对经济发展造成影响，更对人们的生命安全产生了巨大影响。进入21世纪以来，美国纽约发生的“911”事件带来了经济上的巨大损失同时造成了许多人的伤亡，2000年后美国经济的下行与该事件的发生有一定关联，该事件对世界经济发展、政治格局产生巨大影响。2003年国内爆发非典疫情对社会的各方面都形成了严重冲击。在应对一系列公共安全事件的过程中，从各国政府到人民群众都对公共安全事件十分关注。

城市社区作为城市的基本组成单位，社区对公共安全事件的应急管理能力水平将直接影响到在社区生活的人们的生命财产安全，进而对整个社会的安全稳定产生影响。因此从城市社区这一角度切入，开展公共安全应急能力评价研究，可以使其通过评价结果，补齐自身应急管理上的缺漏之处，促进应急管理水平的提高，有利于社会稳定和经济社会的持续发展。

1.1.2 研究目的

近年来，应急管理受到了各级党委和政府的高度重视，但是由于应急管理相关研究起步较晚，城市基层社区在突发事件应急处置方面发挥的作用仍然欠佳，资源利用效率、处置反应速度、应急预案设计等方面工作并不到位，社区应急管理能力较为薄弱。本次研究旨在通过对城市社区公共安全应急能力的构成要素与影响因素分析，构建城市社区公共安全应急能力评价指标体系，为我国城市社区公共安全应急能力提升和保障社区居民生命财产安全提供理参考。
