摘 要

近年来，我国的出国留学人数不断上升，留学归国人数也呈直线上升态势。国家和政府为了吸引和鼓励更多的留学生回国发展，相继出台了许多与留学生自身利益紧密相关的政策，以此表现了对留学生归国的重视。在此背景下，鼓励留学人员归国创新创业就成为我国人才政策的重要组成部分。2019年，中共中央、国务院接连发布《粤港澳大湾区发展规划纲要》《关于支持深圳建设中国特色社会主义先行示范区的意见》。“双区叠加”指的是国家要把深圳建设成为社会主义先行示范区以及让深圳加入粤港澳大湾区的建设，在这个重大战略历史发展机遇下，深圳市引进海外留学人员数量不断增加，正是建设双区的优势，成为了吸引广大海归人才来深圳创业的关键因素。因此，研究来深圳创业的留学归国人员对政策重要性和满意度的评价，以及政策供需匹配程度，对于深圳市近一步吸引留学生来深圳创业具有重要意义。

本论文运用文献查阅、问卷调查、文本分析、层析分析等多种研究方法，在研究留学归国人员在深圳创新创业现状的基础上，运用层次分析法研究留学归国人员在深圳创新创业政策现状与政策需求。并系统梳理留学归国人员在深圳创新创业遇到的问题和障碍最后提出优化深圳市海归创业者政策环境的对策和建议,为有关部门制定和完善海归学子创业政策环境提供可以借鉴的措施与对策。

Abstract

In recent years, the number of Chinese students studying abroad has continued to rise, and the number of students returning from overseas has also been rising linearly. In order to attract and encourage more international students to return to China for development, the state and the government have successively issued many policies that are closely related to the interests of the international students, thus showing the importance of returning international students. Under this background, encouraging overseas students to return to the country for innovation and entrepreneurship has become an important part of China's talent policy. In 2019, the Central Committee of the Communist Party of China and the State Council successively issued the "Outline of the Guangdong-Hong Kong-Macao Greater Bay Area Development Plan" and "Opinions on Supporting Shenzhen to Build a Pilot Socialist Demonstration Zone with Chinese Characteristics." "Dual-zone superimposition" refers to the construction of Shenzhen as a leading demonstration zone of socialism and the construction of Shenzhen into the Guangdong-Hong Kong-Macao Greater Bay Area. With this important strategic and historical development opportunity, the number of overseas overseas study personnel introduced by Shenzhen is increasing It is precisely the advantages of building a dual zone that have become a key factor in attracting a large number of overseas returnees to start a business in Shenzhen. Therefore, research on the evaluation of the importance and satisfaction of policies and the degree of matching of policy supply and demand for returning overseas students who start a business in Shenzhen is of great significance for Shenzhen to attract foreign students to start a business in Shenzhen.

In this paper, through literature review, questionnaire survey, text analysis and other forms, on the basis of studying the status quo of innovation and Entrepreneurship of returned overseas students in Shenzhen, the analytic hierarchy process is used to study the status quo of innovation and entrepreneurship policies and policy needs of returned overseas students in Shenzhen. Finally, the paper puts forward countermeasures and suggestions to optimize the entrepreneurial policy environment of overseas returnees in Shenzhen, which can be used for reference by relevant departments to formulate and improve the entrepreneurial policy environment of overseas returnees.
