摘 要

我国从1988年开始建设第一条高速公路，经过20多年的发展，到2015年末，我国高速公路建设通车的长度有12.5万公里，位列世界第一。高速公路的快速发展，带动了沿线地区经济的繁荣发展，对我国经济的发展有着至关重要的促进作用。一方面，高速公路极大地推动了我国经济的发展，然而另一方面也造成了交通事故的频繁发生且事态一般都较严重，不幸的是，我国高速公路交通事故致死率也一直居高不下，与国外的生存率相比还有较大差距，这与我国还未发展出行之有效的先进的紧急救援系统有关，而将ITS融合到现存的系统中能够有效解决这一问题。

本文首先对研究的背景和国内外此课题的研究现状进行了分析，发现此项课题研究的目的及意义，结合智能交通系统的基本理论以及高速公路紧急救援管理相关知识，针对我国紧急救援管理的现状，对我国的紧急救援管理工作加以改进。并且设计了我国的基于ITS的高速公路紧急救援管理系统，并对该系统的必要性与可行性进行了全方位的分析，详细介绍了该系统的工作流程，对该系统的各个子系统的功能也作了详细说明。

最后分析了我国在目前该系统发展建设方面存在的问题，并提出了相应的解决对策。这个在以往文献中很少见到，也正是本论文的创新成果。

Abstract

Starting from the ninety's of last century, China has entered a period of rapid development of the expressway.After 20 years of development, as of the end of 2015, the opening of China's highway construction length of 125,000 kilometers, ranking first in the world.The rapid development of the expressway, along with the prosperity and development of the regional economy, has a vital role in promoting the development of China's economy. On the one hand, the highway has greatly promoted the development of China's economy, but on the other hand, it also caused the frequent occurrence of traffic accidents and the situation is generally more serious,Unfortunately, our country highway traffic accident mortality rate has been high, there is a big gap between the survival rate compared with foreign countries,It has not been established in China expressway emergency rescue management system advanced the efficacious,And the application of ITS technology to the highway emergency rescue system can effectively solve this problem.

In this paper, firstly, the research background and the research status of domestic and foreign research are analyzed, and the purpose and significance of this research are found,Combined with the basic theory of intelligent transportation system and the relevant knowledge of expressway emergency rescue management,In view of the present situation of emergency management in our country, the management of emergency rescue in our country is improved.And construction of our country based on its expressway emergency management system and the necessity and feasibility of the system were a full range of analysis, detailing the work flow of the system, also described in detail the function of each subsystem of the system.

Finally, it analyzes the problems existing in the development and construction of the system, and puts forward the corresponding countermeasures. This is rarely seen in the previous literature, it is also the innovation of this paper.

第1章 绪论

1.1课题研究的背景

高速公路的发展，能够带动周边地区产业经济的发展，区域内高速公路的通车里程对区域经济的发展发挥着积极的作用。高速公路在刚开始投建时可能收支不平衡，入不敷出，亦或收益甚微，但放长眼光来审视的话，它能带动别的产业的落地及发展。许多国家当交通量发展到一定程度时，只要财力许可就修建高速公路^[1]。因此，高速公路在现今社会的发展起着举足轻重的作用。

然而，高速公路发展迅速的状态也是一把双刃剑。一方面对国民经济起到显著的促进作用，另一方面却也伴随着令人担忧的高发的交通事故。高速公路上由于其建设的特殊性，如果发生交通事故，很容易造成多辆汽车，严重时上百辆汽车连环相撞，加之车速又很高，所造成的危害是巨大的。据有关数据显示，高速公路上发生的交通事故，严重性低的少之又少，有将近七八成的交通事故是根据严重等级被评定为大事故的^[2]。因此，高速公路交通事故的恶劣性得到了相关部门和相关人员的高度关注。

有人对发生过的交通事故做过实际考察，发现在绝大多数交通事故中，很少有人是在事故发生的当时就失去生命的，大部分还是因为救援延误没有得到及时的救护而失去生命特征的。据有关权威部门公布，事故后救援时间越短，生存的概率越大，随着时间的延长，生存下来的概率越来越低^[3]。所以，发生事故后，相关部门对事故响应的时间极大程度上决定了事故人员的生存概率。
