摘 要

我国新能源专用汽车市场处于初期发展阶段，但在政府政策大力支持和指导下已经取得了令人瞩目的成就，进入市场的产品种类也越来越多。新能源专用汽车的产业化、市场化进程在各方努力下不断地完善，在这个过程中所遇到的问题是当前研究的热点。

本文首先介绍了新能源专用汽车的基本概念和分类，并综合新能源和专用汽车两个方面对其使用特点进行分析，指出了其面临的巨大机遇。其次对最近几年新能源专用汽车发展现状进行了深入了解，主要包括市场现状、技术现状和政策现状。然后在此基础上分析了新能源专用汽车在产品和市场等方面存在的主要问题，并从国家与地方政府、相关企业两个方面提出相应对策。最后总结全文得到的结论，并对新能源专用汽车以后的研究方向提出建议，所得结果对于新能源专用汽车市场的发展具有重要的指导意义。

论文主要研究了新能源专用汽车发展现状，分析了新能源专用汽车存在的问题，探讨了政府和企业两方面的对策。研究结论表明：新能源专用汽车快速发展，逐步得到市场认可，但是还存着一定的问题，机遇与挑战并存。

本文的特色：定义和分类了新能源专用汽车，并对其特点进行分析，全面研究了市场现状、技术现状、政策现状，基于发展现状分析了存在的问题并从政府和企业两方面提出对策。

Abstract

The market of new energy special purpose vehicle is in the initial stage of development in China. However, with the support and guidance from government’s policies, we have made remarkable achievements and there are many kinds of products for chosen in the market. The industrialization and marketization of new energy special purpose vehicle are constantly improving. The current research focuses on the problems encountered in this process .

First of all, this paper introduces the basic concept and classification of new energy special purpose vehicle, analyzes the characteristics of its use from two aspects of the new energy and special purpose vehicle and points out the opportunities that new energy purpose vehicle faces. Secondly, this paper studies the development status of new energy special vehicle from the market, the technology and the policy in the last few years. Then on the basis of the above, it analyzes the main problems and challenges the new energy special vehicle faces, and gives some feasible suggestions to solve the corresponding problems from government and enterprises. At last, the conclusion of the paper is summarized, and the future research direction of new energy special purpose vehicle is proposed. The results of paper are significant for the development of new energy special purpose vehicle’s market.

This paper mainly studies the development status of new energy special purpose vehicle, analyzes the existing problems and discusses the solution from two aspects of government and enterprise. The research results show that: the new energy special purpose vehicle is developing rapidly and the market is increasing , but there are still some problems. In a word ,opportunities and challenges exist at the same time .

The characteristics of this paper are: define and classify the new energy special purpose vehicle, and analyze its characteristics; study the current situation of market ,technology and policy; based on the problems in development to give some suggestions from the government and the enterprise.

1.1 研究背景和意义

工业革命以来，人类社会迅速发展，各个国家工业化进程加快，城市化程度不断提高，社会的运转也越来越依赖于石油等化石能源，能源危机和环境污染也变得越来越严重。化石能源消耗量日益增加，能源形势由此变得越来越严峻，根据英国石油公司的调查结论，截止到2013年底，人类已经探明的石油储量大约为1.69万亿桶，而按照现在的平均开采速度，大约在53年后，这些储备将被开采完，探明的天然气储备量大约为186万亿立方米，在55年后同样会被开采完，化石能源濒临困境。而化石燃料燃烧后释放出的温室气体和有害物质，造成全球变暖和环境污染，严重威胁着人类的生命健康和地球的生态环境。传统燃油汽车以消耗不可再生矿物燃料为动力，完全依赖于化石能源。据相关研究人员统计，一辆汽车每年燃烧的化石能源大约是五吨。到目前为止，人类保有的汽车数量已经超过十亿辆，每天汽车消耗的能源之多可见一斑。汽车的尾气排放也是造成大气污染的重要原因之一，据环保部记录显示，在2010年一年，我国机动车共排放了五千二百万吨污染物，其中一氧化碳排放量占比大概为78%，氮氧化物占比大概为11.5%，碳氢化合物占比大概为9.3%，可吸入颗粒物占比大概为1.1%。

大力发展新能源汽车可以降低对进口能源的依赖和实现节能减排的目标，维护国家的能源安全，也是在国际汽车产业升级中占据一个制高点的要求。我国是专用汽车生产大国，专用汽车的产量大、生产企业众多，专用汽车行业在这种背景下也面临着新的形势和新机遇。专用汽车作为汽车行业的重要的细分市场，是国民经济发展和增长的重要保障，和国民经济的发展速度和水平高度正相关。虽然专用汽车相对于乘用车保有量较少，但在我们的日常生活中也是必不可少的，在国家的经济建设和运行中承担着重要的任务。从工程用车到市政环卫，从物流配送到社会服务等各个行业，专用汽车随处可见且使用频繁。改革开放以来，我国经济实现跨越式飞速发展，城市化进程快速推进，道路运输业迅猛发展，基础设施建设项目庞大，专用汽车在这种背景下也快速发展，需求量越来越大，随之带来的能源和环境问题也十分严峻。发展新能源汽车不仅可以降低中国对进口石油的依赖，保障国家能源安全，也有利于控制污染物的排放，实现清洁环保。在当前背景下，研究新能源专用汽车行业面临的机遇与挑战对新能源专用汽车市场的发展就具有重要的意义。
