武汉市机动车保有量连年增长，机动车排放污染物和交通噪音问题伴随而生，通过查阅官方文献《武汉市机动车防治污染年报》研究了解武汉市对机动车排放污染物和交通噪音采取的有效制策略。在控制机动车噪音污染方面武汉市从噪音传播的特征入手，采取有效措施。针对机动车排放污染，武汉市相关部门结合实际从实出发，有效降低机动车排放污染物。这些控制策略为其他城市应对这方面的问题提供了借鉴。

1.1研究背景及意义
