摘 要

海绵城市建设时我国提升城市更新改造的重要战略举措。当前，我国正逐步进入海绵城市建设高潮，引入社会资本,与政府一道开展深度协作，是海绵城市建设并推进我国的城镇化建设上水平的重要能保证。通过PPP模式在海绵城市建设中的推广实施,既使社会资本获取合理收益，又使政府提供高品质公共产品和服务的功能得以实现，一举双得。本文运用文献分析法、列举分析法、对比分析法和案例分析等，在对相关研究成果进行梳理的基础上，首先梳理国内外海绵城市的建设以及PPP模式的实践经验，以及我国在该领域所取得的举措与成果等；论文接下来通过PPP模式与其他融资模式的比较从而分析PPP融资模式的优点；接着以PPP模式在CZ市应用的案例为例，深度分析海绵城市建设总体思路和PPP的运行机制等等；最后通过前一章的案例分析总结归纳出保障PPP模式在海绵城市建设中成功应用的条件与措施，对我国未来的发展提出展望和合理化建议。

Abstract

Sponge city construction is an important strategic initiative to upgrade urban renewal for our country. Just now, the whole country is gradually large-scale construction of sponge city. Introducing social capital and carrying out the deep cooperation with the government is an important guarantee for the construction of sponge cities and the promotion of the level of urbanization in china.Through the the promotion and implementation of PPP model in the sponge city construction , social capital obtain reasonable income and the government functions to provide high-quality public products and services can be realized, which is in one fell swoop double. This paper uses the methods of literature analysis, enumeration analysis and comparative analysis, on the basis of sorting out the relevant research results, firstly understand the construction of foreign sponge city and the foreign countries’ experience of the practice of the PPP model of the status quo, as well as our practice and achievements in the field, etc .; the paper through the PPP model and And then the situation of PPP financing model is found. Then, the case of PPP model in CZ city is used as an example to analyze the general idea of sponge city construction and the operation mechanism of PPP. Finally, the case analysis of the previous chapter is summarized And summarizes the conditions and measures for the successful application of PPP mode in sponge city construction, and then puts forward the prospect and rationalization suggestion for the future development of our country.

建设海绵城市，是践行“绿色发展”、“和谐发展”及总体国家安全观的具体而重大的举措。2013年底，习近平总书记强调专门提出要重视和建设海绵城市,充分体现了党和国家的绿色与共享发展理念和对海绵城市建设的重视。2017年初的全国两会上，国务院总理李克强在政府工作报告中提出，将启动消除城区重点易涝区段三年行动，城市地下综合管廊建设长度2000公里以上，使城市“面子”和“里子”兼具^[1]。

从海绵城市的概念引入我国以来，建设海绵城市的必要性和重要性已深入人心。2014年底，财政部、住建部、水利部决定开展海绵城市建设试点工作。决定指出，国家财政对海绵城市建设试点给予大力支持，并设立了专项补助基金，特别是推出了对采用PPP模式达到一定比例的海绵城市建设追加补助基数10%的奖励措施。决定同时提出，要创新建设运营机制，明确提出以总承包方式承接相关建设项目，鼓励社会私营机构和企业资本积极有序得参与到海绵城建项目的投资、建设和运营管理中。从2015年4月开始至今，全国有16个以上城市被国家列入海绵城市建设试点城市名单，有50个以上大中城市提出建设海绵城市。可见，中国现阶段正逐渐拉开大规模海绵城市建设的序幕。

然而我国的海绵城市建设却面临着两大困难：一是资金需求量大，如何能有效动员大量的社会资本投入海绵城市建设中，是建设海绵城市面临的重大而现实的课题；二是稳定收益回报不明确，海绵城市好比于在建一个全新生态绿地系统，PPP模式在污水处理项目等这些基础设施上用得很不错，政府每年通过购买的方式刺激投资商，作为公共投入已经比较成熟。但是，PPP模式用在海绵城市，如何体现和核算其公共服务属性及投入产出，也是一个新的问题？目前要想知道问题的答案确实有些困难，因为现在的模式还不是特别成功与完善，PPP模式应用在海绵城市的建设还有一定困难。
