摘 要

煤炭是我国乃至世界的重要能源之一。改革开放以来，山西在促使中国完成工业化、促进经济发展等方面做出了杰出贡献，其作用和地位举足轻重。近年来我国煤炭市场在新常态和供给侧改革的压力下呈现出稳中向好的发展态势，山西煤炭企业也取得了良好的经营效益，新闻媒体报道，山西省全面完成了2017年煤炭去产能任务，但目前依然存在一些不可忽视的问题。本文采用文献研究法、统计分析法、定量分析法分五章进行阐述。山西省煤炭产业在发展过程中存在的问题主要是开发效率低、生态环境问题、安全生产形势严峻等，本文通过分析总结山西煤炭产业的发展现状、存在问题以及原因，利用“钻石模型”分析山西煤炭产业的竞争力，从而有针对性地提出进一步探索转型发展的有效对策和思路。发展对策是优化产业结构，化解过剩产能，完善体制机制等等，探讨煤炭产业的可持续发展问题，实现煤炭产业的健康发展。

Study on the Transformation and Development of Coal Industry in Shanxi Province

Abstract

Coal is one of the most important energy sources in China and even in the world. Since the reform and opening up, Shanxi has made outstanding contributions in promoting China to complete industrialization and promote economic development, and its role and position play a decisive role. In recent years, China's coal market has shown a steady trend of development under the pressure of the reform of the new normal and supply side. Shanxi coal enterprises have also achieved good operating results. News media reported that Shanxi Province has completed the task of 2017 coal production capacity reduction, but there are still some issues that cannot be ignored. This paper uses the literature research method, the statistical analysis method, the quantitative analysis method to elaborate in five chapters. The problems in the development of coal industry in Shanxi Province are mainly low development efficiency, ecological environment problems, and severe safety production situation. This paper analyzes and summarizes the development status, existing problems and causes of Shanxi's coal industry, uses the "diamond model" to analyze the competitiveness of Shanxi's coal industry, and thus proposes effective countermeasures and ideas for further exploration of transformation and development. The development strategy is to optimize the industrial structure, resolve excess production capacity, improve the system and mechanisms, etc., explore the sustainable development of the coal industry, and realize the healthy development of the coal industry.

第一章 绪论

1.1研究背景

现代生活、中国工业化、城镇化等都需要电力的支持，而火电占了绝大部分，在2017年占总发电量的71.8%，燃煤发电占了火电总发电量的65%，远远超过了风电、太阳能发电、核电的总和，占据了2017年发电量的9.7%。这只是煤炭在发电中的应用，而煤炭在冶金、化工方面的作用更是不可估量。也许煤炭的命运在未来仍会起伏不定，但近几年煤炭的低迷看起来的确像在预示着煤炭的辉煌已一去不返。山西省素有“乌金之乡”的美称，有着丰富的煤炭资源和突出的历史贡献。曾经作为山西经济发展的主力军的煤炭，如今因为其价格走低和煤炭企业困境严重制约了该省的发展。山西省长久以来过分依赖煤炭资源，导致三大产业比例严重失衡，第一产业和第三产业地位薄弱，第二产业尤其是煤业一支独大。刘文惠^[1]表示，从2003年开始，全国煤电告急，处于长达六年多的“冰河期”的中国煤炭行业快速复苏，迎来了直到2012年下半年的“黄金十年”。2012年开始，中国经济开始转型能源需求增速放缓，煤炭市场进入低谷时期，一直延续至今，山西煤炭产业也正朝着转型发展方向艰难前进。
