摘 要

基层政府作为当前城市社区治理的主体，在社区治理活动中承担着特定的职权与责任，发挥着不可替代的重要作用。改革开放三十年以来，社会主义市场经济得到迅速发展，城市化的广泛推进和体制改革的不断深化，使我国现代城市中产生了“村改居社区”“商业社区”及“过渡型社区”等不同类型的社区，由于不同类型社区存在的主要治理问题各不相同，因而其在治理主体、治理内容和治理方式上也都有着不同的要求。当前我国基层政府在城市社区治理中的角色定位权责明确、与职能转变的方式上存在问题，使得政府在行使权力的过程中出现了“越位”和“缺位”现象，严重时会造成社区治理中的“政府失灵”。因此，准确定位基层政府在城市社区治理中的角色，有效转变基层政府职能，对城市社区治理中基层政府的职能进行分析、研究，以推动多元主体均衡发展和协作共治为导向，能够有效缓解与解决社区基层政府与非政府组织之间的矛盾，有利于理顺社区中的各种权力与利益关系，更好地整合社区资源，推动社区治理的良好发展，实现社区自治的良性循环。

Abstract

一、绪论

研究背景和意义

1.研究背景

改革开放以来，社会主义市场经济发展势头迅猛，国民经济呈现出以稳增长、调结构为主要特征的经济新常态。与此同时，社会矛盾日益集中性凸显使得改革进一步着眼于提升社会治理能力的层面上，着力提升与完善社会治理能力成为现阶段发展中迫切需要解决的问题。社区是加强和创新社会治理的重要环节与平台，是社会的区域化缩影。基层社区治理是国家治理体系的关键环节与重要部分。因此，社区治理的研究具有十分重要的意义，研究基层政府在社区治理中的定位与职能更是具有重大的现实意义。

研究意义

基层政权在城市社区的治理与发展对目前中国社会的稳定与发展具有十分长远而深刻的意义。要将社会治理的焦点与重心放于基层，是习近平总书记曾多次强调过得问题，他还曾强调指出除了要将社会治理的核心着眼于城乡、社区外，还要把基层视作开展一切工作的落脚点。社区建设与社区治理的研究有利于维护社会基层的稳定，推动社会各方面的进步与发展。

中国社会是政府主导型的社会。有关社区治理的研究与讨论不涉及政府的作为、影响以及其作用的发挥是不现实的。社区的建设治理与发展也或多或少地受着政府的影响。因此，基层政府需要明确自己在不同领域的角色定位，明确自身职能并有效发挥，高效而负责地处理不同领域的具体事务。但由于各种主观与客观原因，目前很多地方的基层政府在社区治理中尚未能准确定位自身职责，出现越位、缺位等实际情况，政府角色因而疏离异化，亟待突破之机。因此，研究基层政府在城市社区治理中的定位与职能具有十分重要的现实意义。它关系到社区治理的进步与发展，关系到政府形象与权威的树立，关系着社会的稳定。

文献综述
