摘 要

近年来，我国社会处于剧烈的转型时期，社会经济形态、文化环境、价值观念正在不断发生变化；同时随着政府在提供社区服务方面的时效性与准确性不足，无法及时为社区居民提供公共服务。因此，政府对社会组织的发展在经济、政策等方面都给予了大力的支持，社会组织也在政府营造的良好环境下蓬勃健康地发展起来。

本文采用文献研究法、观察法和案例比较法等方法，通过社会组织参与程度不同的两大社区在政治、经济、文化、环境等不同领域的对比，总结出社会组织在社区人文环境建设中所发挥的具体作用。本文发现社会组织所发挥的作用主要体现在以下几方面：社会组织能够通过参与社区生态环境建设来为社区居民提供舒适的居住空间，从而更好地提高居民的生活质量；社会组织能够更好地整合社会资源，拓宽社区建设所需的资金来源和渠道，为社区居民提供更好的公共服务，更积极地参与社区人文环境建设；社会组织能够更好地丰富社区文化，丰富社区居民的精神文化生活，促进社区和谐文明协调发展；社会组织能够为社区居民提供形式多样、内容丰富的公益活动，推动社区公益事业的发展；社会组织能够更好地促进规章、制度的科学合理建设，更好地激发社区居民参与社区事务管理的热情，推动社区治安管理的良性发展等等。

Research on the Role of Social Organization in the Construction of Community Humanistic Environment

——A comparative study from the perspective of social organization participation

ABSTRACT

In recent years, our society is in a period of dramatic transformation, socio-economic patterns, cultural environments, and values are changing constantly. At the same time, with the lack of timeliness and accuracy in providing community services, the government can’t provide public services for community residents in a timely manner. Therefore, the government has given strong support to the development of social organizations in terms of economy and policies, social organizations are also developing vigorously and healthily under such a favorable environment created by the government.

The article adopts literature research methods, observation methods and case comparison methods, through the comparison of the two major communities with different degrees of participations in social organizations in different areas such as politics, economy, culture, and environment, summarizes the specific role played by social organizations in the construction of community humanistic environment. This paper finds that the role of social organizations in the construction of community humanistic environment is mainly reflected in the following aspects: First, social organizations can provide community residents with a comfortable living space by participating in the community’s ecological environment construction, so as to improve the residents’ quality of life better; Secondly, social organizations can integrate social resources and channels needed for community construction. At the same time, social organizations can also provide public services for community residents better, and participate more actively in the construction of community humanities and environment; Thirdly, social organizations can enrich the community culture , the spiritual and cultural life of the community residents better, and it can also promote the harmonious development of the community; Next, social organizations can provide community residents with diversified and informative public welfare activities to promote the development of community public welfare undertakings; At last, social organizations can promote the constructions of rules and regulations more scientifically and reasonably, it can also inspire community residents’ enthusiasm to participate in community affairs management better, and can promote the development of community security management healthily.

一、绪论

（一）研究背景

近年来，我国社会处于一个剧烈转型的时期，政治、经济、文化、思想等都有了很大的发展：我国的社会形态从封闭型的传统农业社会逐渐转变为开放型的现代工业社会；我国的经济体制也由固有的计划经济体制向自由的市场经济体制不断转变，发生了巨大的变革；与此同时，由于大量外来文化的影响，人们的思维方式、行为模式、生活方式等方面也都有了巨大的变化，人们的思想更加开放，对于一些新的政策思想的提出和新事物的出现有了更强的接受能力。作为基层群众自治组织，社区随着社会的不断变革而发生了变化，而现代社区相较于传统社区在社区治理方面的影响因素更加的复杂、更加多元化，各种矛盾逐渐渗透到社区的日常管理与社区建设中来。针对我国目前的社会发展形式，加强社区人文环境建设的力度已经成为我国社区科学发展的必经之路。

目前，我国的社区建设已经取得了长足且稳定的发展，而在其中发挥巨大作用的除了国家与政府之外，各类社会组织的表现也十分亮眼，例如各种非营利组织和社会组织都为我国社会转型与发展做出了贡献。据统计^[1]，我国社会组织约有81万个，其中民政部登记社会组织有2306个，这些组织包括了政党、政府、企业、商店、公司、学校、医院等，涵盖了我们生活的方方面面，初步形成了体系。这些社会组织正以不同的参与方式参与到社区的人文环境建设与日常管理当中，发挥着自己强大且独特的作用。
