摘 要
目前我国企业普遍存在采购成本过高,采购活动的盲目性强,缺少标准化、科学化的供应商选择决策流程,采购流程没有得到完善的管理,采购没有完全融入企业的整体战略中等问题,这些问题阻碍了企业的进一步发展。本文通过理论和实证相结合的方法,对采购外包进行了分析和研究,探究了采购外包的过程中的评估和决策方法,旨在对采购外包的实践提供思路与参考。
论文的主要内容有以下几方面:
(1)业务外包的相关概念和理论。分析了外包的出现和发展,探讨了采购外包发展的动因,对外包的理论基础进行了阐述。
(2)现代采购中业务外包的决策过程分析,分析了外包决策和的实施过程以及存在风险等问题。提出了外包项目选择和决策,服务提供商选择的评估方法,阐述了采购外包实施过程的具体步骤以及风险管理方法。
(3)通过实例分析了采购外包决策实施及其有效性,论证了决策方法的可行性。
研究认为业务外包是现代采购与供应链管理的一种重要业务模式,外包的出现也提升了采购管理在供应链管理中的战略地位。通过研究业务外包的相关理论,探讨采购中业务外包的决策过程和风险管理,可以给企业实行业务外包战略提供很好的实际参考。

Abstract
Today there are many problems in most enterprises, such as the high procurement cost, the blindness on procurement, the lack of standardized and scientific decision-making process for supplier selection, the incomplete management of procurement process, and the incomplete integration of procurement into the overall strategy of the enterprise. These problems have become a barrier to the enterprises’ further development. The thesis analyzed and studied the procurement outsourcing by combining theory with practice, explored the evaluation and decision-making methods during outsourcing,aiming to provide ideas and references for the practice of procurement outsourcing.
(1) The related concepts and theories of business process outsourcing. This paper analyzed the emergence and development of outsourcing, probes into the motivation of the development of procurement outsourcing, and expounds the theoretical basis of outsourcing.
(2) The decision-making process of outsourcing in modern procurement is analyzed, including the decision-making process, implementation process and existing risks. This paper puts forward the evaluation methods of outsourcing project selection, decision-making and service provider selection, and expounds the specific steps and risk management methods in the implementation process of procurement outsourcing.
(3) This paper analyzed the implementation and effectiveness of procurement outsourcing decision-making through an example, and demonstrates the feasibility of the decision-making method.
It is considered that outsourcing is an important business model of modern procurement and supply chain management. The emergence of outsourcing also promotes the strategic position of procurement management in supply chain management. By studying the relevant theories of outsourcing, this paper discusses the decision-making process and risk management of outsourcing in procurement, which can provide a good practical reference for enterprises to implement outsourcing strategy.
