摘 要

电子政务是利用信息和通信技术为公民和政府提供公共服务的网络平台。电子政务不仅可以提高政府公共服务的质量，也能加大政策的扶持力度，平衡地区的发展，更重要的是能加快社会民主化的进程。一方面，电子政务系统以实现政府机关办公无纸化、信息发布数字化、事务管理简单化和公民参与日常化为核心，另一方面，它的成熟度，也从侧面反映了一个国家的信息现代化的发展水平。

本文从电子政务的发展现状、功能、结构以及建立电子政务系统的重要性等方面进行分析，再给出一种开发电子政务系统的一整套方案，主要包括开发环境和技术、软件需求、概要设计、系统设计与实现等方面。本系统开发采用Java技术，使用SSH框架，以便更好地满足人机交互和提高系统的工作效率。前台设计以JSP CSS为主，配合使用JavaScript技术，便于增强页面的交互，使页面得属性更加丰富。

Design and implementation of e-government system based on Java

Abstract

E-government is a network platform to provide public service for citizens and governments by using information and communication technology. Not only can e-government improve the quality of the government's public service, but also it is able to increase the policy support and balance the development of the region. It is more important to speed up the process of social democratization. On one hand,it’s the sour and core for E-Govern to achieve government office paperless, information digitization, transaction management simple and citizens participate daily.On the other hand,its maturity can reflects the level of development of the information modernization for a country.

This paper analyzes the current situation of the development of e-government,function, structure and importance of establishing e-government system,and give a set of solutions of developing the system, mainly including the development environment and technology, the software requirements, general design, system design and implementation, etc.. In order to better meet the human-computer interaction and improve the efficiency of the system,the system is developed by using Java technology,and adopting the SSH framework.The front design is based on JSP CSS, with the JavaScript technology, so that it can be easy to enhance the interaction of the page and attributes more rich.

第一章 引言

1.1 选题背景及研究意义

电子政务一般指利用信息技术、通讯技术、互联网通讯等提供或改进公共部门提供服务水平、效率的形式，以便提高政府的办事效率以及拓宽政府信息和服务发布能力。电子政务，或称电子政府，很多用到互联网或非互联网的应用程序协助政府工作。除了电话、传真外，电子政务是指政府用到其他电子设备，例如监控系统，跟踪系统，RFID标签，甚至电视、广播、雷达对政府的信息和服务及时发布给公民。电子政务让政府更透明，政府透明度的重要性在于，让公众可以了解政府在做什么，以及如何去执行政策。电子政务的简单功能很容易实现，很多简单的公民服务，例如登记结婚、身份地址更改等，在现实中需要很久时间办理，很多手续，在电子政务上更加方便。

1.2 国内外研究现状

我国电子政务的起步相比于西方发达国家要晚得多，由于我国信息技术的发展时间相对较短，社会整体的信息化程度不高，我国电子政务的发展相对滞后。电子政务把信息技术和体制政策相结合，这必将成为推动我国行政体制改革的一股力量源泉。

我国在电子政务的建设方面，仍然存在着诸多问题，现在更多的只停留党政机关行政办公的事务层面上，对于领导决策、为民服务等方面，仍有很大的提升空间。由于我国行政机关部门比较庞大，而且各个地区发张不平衡，这些因素使得系统的维护与技术升级代价很大，无疑制约了电子政务的发展。
