摘 要

目前，“大众创业、万众创新”的双创理念在我国蓬勃发展，浙江省响应国家推进“大众创业、万众创新”的号召，建设了一批特色小镇，梦想小镇创业孵化基地就是这批小镇中的一个。梦想小镇在短短几年时间内就获得了很大的发展，集聚了一大批创业人才和资本，回顾梦想小镇的建设过程可以发现，在建设过程展现出很多的优点。本文对梦想小镇创业孵化基地建设过程展开研究，分析其建设的主要内容。首先对我国孵化基地建设的历程和现状进行了回顾，然后对梦想小镇建设过程的主要内容展开分析，总结其建设的经验，同时总结了梦想小镇建设过程尚还存在的问题，在对问题进行分析的基础上提出了对于解决这些问题的建议，为梦想小镇的发展提供了参考方向，也为国内其它创业孵化基地的建设提供建议。

Abstract

At present, the Dual Idea of “public entrepreneurship, people’s innovation” is booming in China. Zhejiang Province has built some characteristic towns in response to national calls to promote “public entrepreneurship, people’s innovation”. The dream town business incubation base is one of those small towns. Dream town have achieved great development in just a few years and gathered a large number of entrepreneurial talent and capital. Looking back on the construction of the dream town can be found in the construction to show a lot of advantages. This paper studies the construction process of the dream town business incubation base, and analyzes the main contents of its construction. Firstly, the history and current situation of the construction of hatching base in China are reviewed. Then, the main contents of the construction process of the dream town are analyzed and the experience of construction is summarized. At the same time, the problems of the construction of the dream town are still summarized. On the basis of the analysis of the problem, this paper puts forward some suggestions for solving these problems, provides a reference direction for the development of the dream town, and also provides suggestions for the construction of other business incubator base.

1.1.1 研究目的

梦想小镇于2014年9月正式启动建设，2015年3月一期先导区完成建设并投入使用，梦想小镇正式开始运营，到目前已经完成一期先导区和二期创业大街的建设。梦想小镇的发展速度引人瞩目，短短几年时间就取得显著成绩，截至2016年底，梦想小镇累计完成投资36.41亿元，入驻创业项目900余个，引进创业人才8700余名，集聚天使基金、股权投资、互联网金融、财富管理等金融机构570余家，举办各类创业大赛、论坛等活动570多场。

在建设的过程中，诸多因素为其快速发展提供了重要的支持和保障。政府大力参与建设，从规划到实施建设，再到初期的运营，政府集聚大量资源，提供政策、场地、资金、人才引进等多方面支持，扫清了建设过程中的很多阻碍；基础设施与服务体系建设赋予了梦想小镇强大的吸引力，配合各种福利支持政策，小镇在很短时间内就聚集了一批创业企业。
