摘 要

随着2008年金融危机的爆发，世界各国的经济都受到了不同程度的影响，为了摆脱经济低迷的现状，各国都在积极寻找新的经济增长点。为了维持我国经济平稳快速的发展，推动科技发展水平的提高，实现产业结构的升级，我国政府选择将发展战略性新兴产业作为经济复兴的重点。其中，新材料产业已被国家列为战略性新兴产业，而且被认为是所有战略性新兴产业发展的基础和先导。本文重点探讨中国新材料产业政策。

本文在总结其他学者研究成果的基础上分析了其他国家新材料产业的政策，并且与我国的新材料产业政策进行了详细的比较和分析，从而总结了我国新材料产业政策存在的问题和不足，进一步为完善我国新材料产业政策提供了建议。第一部分主要介绍了本文的研究背景、目的和意义。第二部分主要分析了其他国家新材料产业政策。第三部分对我国新材料产业政策进行了分析，通过与其他国家新材料产业政策的比较和分析，总结了我国新材料产业政策所存在的问题。第四部分介绍了我国新材料产业发展现状，并针对产业政策存在的问题提出了改进建议。第五部分对以上研究进行了总结，并通过结论提出了启示，探讨政府如何才能更好的促进我国新材料产业的发展。

A Survey of New Materials Industry Policy in China

Abstract

With the outbreak of the financial crisis in 2008, the economy of the world has been affected by different degrees, in order to get rid of the current situation of the economic downturn, countries are actively looking for new economic growth point. In order to maintain the steady and rapid economic development, and promote the improvement of science and technology development level, realize the upgrading of the industrial structure, the choice of government in our country will develop strategic emerging industries as the focus of economic revival. Among them, the new material industry has been listed as a strategic emerging industry, and is considered to be the basis and leader of all strategic emerging industries development. This paper focuses on the new material industry policy of China.

Based on the summary of the research results of other scholars on the basis of analysis of other national new material industrial policy, and has carried on the detailed comparison and analysis and our country's new material industrial policy, and summarizes the problems and deficiencies existed in the policy of new material industry in China and further to provide suggestions for perfecting the policy of new material industry in China. The first part mainly introduces the background, purpose and significance of this research.. The second part mainly analyzes the new material industry policy of other countries.. The third part analyzes the new material industry policy in our country, through comparison and analysis of the new material industry policy, and summarizes the existing problems of our country's new material industry policy.. The fourth part introduces the new material industry development status, and puts forward the improvement suggestions for the industrial policy problems.. The fifth part of the research is summarized, and through the conclusion of the enlightenment, to explore how the government can better promote the development of China's new material industry.
