摘 要

产业结构作为以往经济增长的结果和未来经济增长的基础，已成为影响经济增长的一个重要因素。产业结构与经济增长保持一致并随之变动，而它的变动主要表现为产业结构的高级化趋势，即产业结构从低级向高级演进，并不断趋于合理化，以促进经济增长。发达国家经济持续稳定增长的实践表明：在知识经济时代，一国要保持经济处于增长路径之上，关键在于该国产业结构演进的战略框架及效果。这对于中国这样一个面临着经济体制转轨和经济增长方式转变的发展中国家来说，具有重大的借鉴意义。

本文首先从传统经济增长理论和国内外学者对产业结构变动与经济增长关系的研究入手，进行综合分析和评价；接着通过对产业结构的变动与经济增长进行理论分析，阐述产业结构变动的一般趋势，然后阐述产业结构变动与经济增长的内在联系。在本文的实证分析中，利用单位根检验、协整理论以及格兰杰因果关系检验来确认产业结构变动与经济增长之间的关系，最终得出结论：产业结构调整能促进经济增长，而经济增长也能促进产业结构的调整。最后，结合我国国情和本文所作的分析与结论，对我国三次产业的发展提出政策建议，并且对于这一领域的继续研究提出的自己的看法。

An Empirical Study of Industrial Structure and Economic Growth

Abstract

Industrial structure as a result of economic growth and the basis for economic growth in the future in the past, has become an important factor for economic growth. Industrial structure and economic growth and consequent changes in consistency, but it's mainly for the high-class trend changes in the industrial structure, namely the industrial structure evolution from low to high level, and continue to rationalization in order to promote economic growth. Practice steady economic growth in developed countries show that: in the era of knowledge economy, a country's economy is to remain on the growth path, the key lies in the strategic framework and the effectiveness of the country's industrial structure evolution. This means a lot to China facing economic transition and developing countries for economic growth mode transformation of the system is of great reference.

Firstly, the traditional theory of economic growth and foreign scholars to study changes in the industrial structure and economic growth to start, a comprehensive analysis and evaluation; followed by the industrial structure and economic growth in the theoretical analysis to explain the general trend of industrial structure change then describes the industrial structure and economic growth in internal relations. In the empirical analysis in this paper, the use of the unit root test, cointegration and Granger causality test to confirm the relationship of industrial structure and economic growth, and ultimately concluded: adjustment of industrial structure to promote economic growth, and the economy growth also promote the adjustment of industrial structure. Finally, the analysis and conclusions made in our country and this article on the development of three industries make policy recommendations, and their views on the continuing research in this area raised.

1.1 研究目的及意义

自克拉克和库茨涅茨等早期经济学家研究经济增长与产业结构的关系以来，产业结构变迁能促进经济增长这一论点已被国内外广大学者所证实。产业结构变动是影响区域经济增长和效益的重要因素。在现代经济增长中,产业结构和经济发展密切相关,产业结构的状况和经济结构状况共同反映一国的经济发展方向和发展水平,制约着经济发展速度。而我国经济目前已经进入了新的发展阶段，经济发展中的结构性矛盾越来越突出，已经成为制约国民经济进一步发展的重要障碍。一个国家产业结构的状态及优化升级能力，是经济发展的重要动力。十六大报告提出，推进产业结构优化升级，形成以高新技术产业为先导、基础产业和制造业为支撑、服务业全面发展的产业格局。十七大报告明确指出，推动产业结构优化升级，这是关系国民经济全局紧迫而重大的战略任务。《十二五规划纲要》又将经济结构战略性调整作为主攻方向和核心任务。产业结构优化升级对于促进我国经济全面协调可持续发展具有重要作用。对我国产业结构变动和实际经济增长的关系进行实证分析，可以为我国的产业结构政策提供理论分析和实证检验的依据。

在西方发展经济学中，产业结构变动与经济增长的关系已成为热点问题。经济学家普遍认为:产业结构是影响一国经济增长的重要因素，它作为以往经济增长的结果和未来经济增长的初始条件，将随着经济的增长而变动。西方发达国家经济增长的实践表明：一国经济持续增长的关键，主要在于该国产业结构变动的效果。

现代经济增长本质上是以产业结构变动为核心的，经济增长与产业结构变动相互作用。传统经济增长理论认为，经济增长是竞争均衡假设下资本累计、劳动力增加和技术进步长期作用的结果，它忽略了产业结构变动与经济增长的内在联系。实证分析表明，产业结构变动对经济增长的影响是显著的。生产要素的流动使得不同产业部门间此消彼长，并导致产业结构变动，而产业结构的变动可以改善资源的配置效率，使得供求结构与技术进步水平相适应，从而推动经济增长。
