文献综述 1、General Statement Construction organization design is an important document for the construction enterprises to manage the construction projects, and it is an orderly, efficient, scientific and reasonable guarantee for construction activities after the project starts. The content of the design of the construction organization must meet the special requirements of the project and the owner, design and supervision, and also comply with the requirements of relevant state laws, regulations, standards and local codes. Construction organization design must meet the final is a basic requirement is to guide and control the construction process, under the condition of certain resources to achieve the technical and economic benefits of the project, achieve the goal of construction efficiency and economic benefits of a win-win situation. 2、Problems existing in the design of construction organization. With the development of science and technology and construction level unceasing enhancement, the management system to further improve and update, the original traditional construction organization design method can not adapt to the requirement of construction technology now, the construction organization design in the construction process of some hidden problems gradually exposed, more and more confusion and coagulation asked before the construction personnel need to be addressed. (1)Preparation stage: ①Insufficient preparation, construction technology resources is not fully utilized,the specific performance in the meter from personnel of course of the construction preparation work,such as field survey,study materials, drawings, and so on,the blue prints.the design in-depth study,instead of just copy, according to the requirements of various literature specification without combining with concrete engineering construction projects targeted organization with the status of planning and design,leading to the construction organization design,can not fundamentally play a fundamental role for guiding the construction. ②On the other hand, the staff's own inadequate levels of knowledge and experience in construction technology can not get effective mining and use of resources, the successful experiences and lessons to learn, not only for reference and don't even know whether there is some project results, this greatly reduces the working efficiency, brings to the job a lot of repeated labor and waste a lot of time and resources. What's more, the content of the compiled and a lack of new technologies, new ideas, new ideas, did not play a decisive role in construction organization design, improve labor efficiency, reduce the consumption of resources is meaningless, just decoration. This further results in the failure of the construction management efficiency and economic benefits to be effective, and the construction organization design can not play a decisive role in the construction process. ③Deviation from construction organization design and implementation.The current staff as functions of the construction organization design work,and did not give full play to its important role,but only in one of the decoration and forms a part,is basically by the technical department of a few technical personnel responsible for the preparation of construction organization design,and some construction department is responsible for on-site construction management coordination,but lack the necessary communication and exchange in the middle.This leads to the phenomenon of separation of design and construction departments,has developed a kind of no construction organization design in the construction of a bad phenomenon,even if there is a good instructional organization design for real application in the construction site to cause such a vicious circle,cause the construction organization design is a form and decoration,no practical significance for guiding the site construction management。
(3)construction utilization stage: Management personnel lack of construction organization design idea, do not take the construction organization design in the field of use and function, the blind construction and implementation of construction organization design check implementation supervision is not enough, some on site during the inspection by the competent department of become a mere formality, lax review through the motions, the construction organization design to carry out the situation, do not take the don't care about produce paralysis of thought, what is more feedback and do not take the site inspection result, make the construction organization design is not reasonable, and shall not apply to the part is not timely update and adjust, this will make the improvement of the construction organization design of inadequate and actual guiding significance to the scene of the play. 1、总述 施工组织设计是施工企业对施工项目进行管理的重要文件,是工程开工后施工活动能有序、高效、科学合理地进行保障。
施工组织设计的内容必须适应工程项目和业主、设计、监理的特殊要求,同时也必须符合国家有关法律、法规、标准及地方规范的要求。
施工组织设计编制必须满足最终的一个基本要求即对施工过程起到指导和控制作用,在一定的资源条件下实现工程项目的技术经济效益,达到施工效益与经济效益双赢的目的。
2、施工组织设计存在的问题 随着科学技术的发展和建筑水平的不断提高,管理体制的进一步完善与更新,原有的传统施工组织设计方法已不能适应现在施工技术的要求,施工过程中施工组织设计一些隐藏的问题逐渐暴露出来,越来越多的困惑与凝问摆在施工人员的面前亟待解决。
(1)编制准备阶段: ①准备工作不足, 施工技术资源得不到充分的利用,具体表现在计从业人员施工前期准备工作不足,比如现场勘察、调查材料、研究图纸、图纸会审等方面,研究的不够深入,反而只是按照各种文献技术规范的要求照抄,而没有结合施工项目具体工程特点与现场状况进行有针对性的组织规划和设计, 从而导致施工组织设计脱离实际,不能从根本上发挥其指导施工的根本作用。
②另一方面,编制人员自身知识水平和经验不足造成施工技术资源得不到有效的挖掘与使用,对于成功的经验教训没有进行借鉴学习,不仅没有借鉴甚至不连一些项目成果是否存在都了解,这就大大降低了编制工作的效率,给工作带来了大量的重复劳动,浪费大量时间与资源。
更有甚者,所编制的内容又缺乏新技术、新创意、新思路,没有起到施工组织设计的决定性作用,提高劳动效率、降低资源消耗的毫无意义,只是摆设。
(2)编制实施阶段: ①组织管理不力。
项目经理没有真正组织项目技术负责人、施工各专业人员和职能人员参与编制,而只是由个别人闭门造车,自己单枪匹马独断编制,并不同人员对于同类型的施工工艺在进行编制的同时,做了大量不必要的重复劳动,降低工作效率,浪费大量资源。
