摘 要

江苏尤佳手套有限公司是专业生产一次性PVC医用卫生及防护手套的工厂，是一家规模较大的PVC企业。近年环境问题日益突出，国家对PVC行业执行的环保标准日趋严格，对于尤佳手套有限公司清洁生产方案的研制，有利于公司的节能减排、绿色发展，使其达到国家相关环境标准，提高市场竞争力，增加经济效益与环境效益。

本文深入分析了宿迁尤佳手套有限公司的生产概况、工艺流程、主要原辅材料、能源消耗及产排污现状等资料，从多角度分析企业清洁生产存在的问题及潜力，结合有关政策和环境指标研究提出清洁生产方案，其中有无低费方案21个（室外放置雨水收集盘、加装加料控制器、更换节能灯等），中高费方案3个（安装粉尘集尘器、安装脱硫除尘设备、手套数字化计算）。在此基础上经过方案优化、中高费方案的可行性分析与绩效分析，最终得出适合尤佳手套有限公司实施的清洁生产方案20个。

The development of cleaner production schemes of Suqian Youjia Gloves Co. Ltd

Abstract

Jiangsu Youjia Gloves Co.Ltd is a factory specialized in the production of disposable PVC gloves which are used for medical health and protection, is a large-scale PVC enterprise. With the environmental problems have become increasingly prominent in recent years, the country's environmental standards made for the PVC industry is becoming increasingly stringent, the development of cleaner production schemes of Suqian Youjia Gloves will help the factory save energy and reduce emission, it favors green development and help the company reach the national environmental standards, improve its market competitiveness, increase economic and environmental benefits.

In this paper, I deeply analyzed the materials of Suqian Youjia Gloves Co.Ltd such as the general production situation, technological flow, main raw materials, energy consumption, current situation of pollutant generation and discharge and so on, then I analyzed the existing problems and cleaner production potential in the industry from multiple perspectives, proposing cleaner production schemes according to the relevant policies and environmental indicators, which has 21 low cost projects such as placing outdoor rainwater collection tray, the installation of charging controller, replacing from incandescent lamp to energy-saving lamps, 3 middle and high cost projects containing the installation of dust collector, desulphurization and dust removal equipment and gloves digital computing facility. Based on the schemes, I conducted scheme optimization and the performance analysis and the feasibility analysis of the middle and high cost projects. Finally, after comparison, I obtain 20 schemes that Youjia Gloves Co.Ltd. can implement.

第一章 绪论

1.1 选题背景及意义

本次课题研究的企业是江苏尤佳手套有限公司，企业专业生产一次性的PVC医用卫生及防护手套，产品有清洁防护PVC手套,一次性医用PVC手套,电子防静电PVC手套,PVC家用手套等。公司目前有26条自动化生产流水线，月供货量95个集装箱，年产各种规格和类型的PVC手套26亿只以上。

近年来，氯碱行业的环保、安全、能耗、汞污染防治等方面愈来愈受到国家重视，我国出台了一系列标准与规范。中国氯碱工业协会修订的《氯碱行业准入条件》扩大了适用范围，产品包含了PVC、甲烷氯化物、烧碱和PVC糊树脂，准入条件更加严格，提高了对企业的能源消耗、工艺设施规模、环保、安全、卫生等方面的要求^[1]。因此这就要求企业不断地对生产技术进行提升，并且降低污染物的排放。采用清洁生产技术对于PVC行业而言，既能使企业达到国家各项环保标准，也有助于公司不断降低成本，在同类行业中具有更强的竞争力，在环保和经济上具有双重效益^[2]。对于尤佳手套有限公司清洁生产方案的研究，有助于形成节能、降耗、减污、增效的生产模式，减少末端治理的负担，提高经济效益和环境效益。

1.2 清洁生产国内外研究概况

我国政府十分重视清洁生产，为规范清洁生产行为，确保清洁生产实施效果，制定了相关的政策法规以及监督管理办法，加强清洁生产的机构建设^[3]，至今已成立了4个行业清洁生产中心和16个地方清洁生产中心，建立的清洁生产示范行业包含造纸、纺织印染、石油化工、淀粉、氯碱、电子、机械、制药等十余个行业，广泛开展区域清洁生产示范项目，建设多种类型的生态工业园以及循环经济园，清洁生产工作完成了由点到线、由线到面的转化，提升了清洁生产的质量和效益^[4]。
