摘 要

上海港作为当今世界第一大港，以及我国沿海的主要港口之一，在国家的发展战略中占有很重要的地位。而吴淞口则是上海港重要的入海口之一，其水域交通安全对整个港口的战略地位有着重要的意义。吴淞口水域素有通航密度极大、船舶种类复杂的特点，而且该水域受潮汐影响显著，船舶航行稍有不慎便易发生水上交通事故。所以，为了维持吴淞口水域的船舶交通安全，保障吴淞口的通航能力，对该水域的交通风险做出合理分析有一定的实际应用价值，具有很大的研究前景。

本文针对性的对吴淞口水域进行多方位研究，收集、整理了吴淞口水域的自然、气象等交通环境的资料，结合上海吴淞海事局管辖区域内的近一年内的事故统计分析，借助交通流量观测统计的方法避免了复杂的函数计算，分析出了该水域的主要交通风险。最后在列出现行的水上交通风险管理办法后，本文继续针对性的提出了个人的改进建议，由点及面的对上海港水域的交通安全管理提供一定的参考作用。

Abstract

Shanghai Port, as one of the biggest ports in the world, one of the important coastal ports of China and the popular site of international water activities, has a magnificent position in the whole development strategy of China.

Wu Song Estuary is the starting point，destination and junction port of Shanghai Port, so the safety of Wu Song Estuary can ensure that the whole Shanghai Port develops safely. But the large navigation density, complex kinds of vessel and frequent collision of ships are main features of Wu Song Estuary, what’s more, Tide has significant effects on shipping operation on the area，which often results in congestion on anchorage and inobservance of recommended routes on the ship routing areas．So the accidents and close-quarters situation are occur easily because of careless or any misplay. In order to guarantee the safety of Wu Song Estuary and maintain the Wu Song Estuary’s capability of navigation, it’s worth to making a reasonable traffic risk assessment of this area.

The information including the natural conditions，water-way conditions and traffic accidents recently occurring in Wu Song Estuary was collected and dealt with．The cause of accidents、ship types and tide will be concerned in the traffic risk analysis, and the traffic flow will be used in the assessment. Finally, some safety measures using nowadays can been saw, and some personal advices is supposed at the end of paper .The result would be useful and helpful for the safety management of Shanghai Port.

1 绪论

1.1 研究背景

自2012年起，上海海事局颁布实施了全新的《长江口深水航道（12.5 米）试通航期间通航安全管理办法》以及《上海黄浦江通航安全管理规定》等法规，对上海港的危险品货物管理、水路客运以及水上工程作业进行更为严格的监控。

伴随着上海成为世界上货物吞吐量最大的港口，国家交通部对上海港在“一带一路”、“长江经济带”等国家航运战略中的地位更为重视。为了不断提高上海的国际竞争力，加速上海国际航运中心的建设，维持上海港的长治久安，上海海事局不仅应当加强客货船舶的管理，改善通航环境，还应当根据近些年的水域安全数据，对管辖水域内的交通风险区做出合理的风险评估，找出各航道中潜在的交通风险因素，并制定切实有效的应急预案，争取保证各管辖水域的水上交通安全。在此背景下，本文选取对上海港安全发展有至关重要作用的吴淞口，基于实际收集、观测的数据，进行水域交通安全评估，从而为上海港的安全建设提供一些参考和建议。

1.2 研究意义

APEC会议过后，上海港的国际地位进一步提升，日渐成为国际航运的中心，伴随着上海港的不断繁荣发展，吴淞口水域作为上海港的连接点和水上交通枢纽，它的安全稳定将直接影响着上海港的安全发展，所以吴淞口水域的水上交通安全问题相较于其他水域应当优先考虑，也更具有研究价值。
