摘 要

在我国创新驱动发展战略全面实施的宏观背景下，为了实现我国产业结构转型升级和经济高质量发展，必须把创新引领新能源产业发展作为加快生态文明建设的重要推动力。因此，本文认为对我国新能源产业创新的政策工具展开研究具有较为重要的现实意义。

本文在总结各大学者研究成果和结论的基础上，分析了创新政策工具的定义以及分类情况。紧接着阐述了文章重点研究部分，梳理了促进我国新能源产业创新的政策脉络，分别从京津冀地区、长三角地区和珠三角地区这三个区域进行展开分析。然后，根据我国三个重点区域的政策脉络，从中提炼出每个区域使用的政策工具，总结每种类型的政策工具的特点，并将典型区域政策工具所具有的特点进行比较分析。最后，对上文的分析情况进行总结，并给出相应的结论，同时提出启示，探索并发现政府如何利用政策工具加快新能源产业的创新。

Research on Policy Tools of China’s New Energy Industry Innovation

Abstract

Under the macro background of the comprehensive implementation of China's innovation-driven development strategy, in order to realize the transformation and upgrading of China's industrial structure and the development of high quality economy, innovation must lead the development of new energy industry as an important driving force to accelerate the construction of ecological civilization. Therefore, this paper believes that the research on the policy tools of China's new energy industry innovation has important practical significance.

Based on summarizing the research results and conclusions of various university students, this paper analyzes the definition and classification of innovative policy tools. Then it expounds the key research part of the article, and sorts out the policy context of promoting the innovation of China's new energy industry, which is carried out from the three regions of Beijing-Tianjin-Hebei region, Yangtze River Delta region and Pearl River Delta region. According to the policy context of three key regions in China, we extract the policy tools used in each region, summarize the characteristics of each type of policy tools, and compare and analyze the characteristics of typical regional policy tools. Finally, the above analysis is summarized, and corresponding conclusions are given. At the same time, the enlightenment is explored to explore and discover how the government uses policy tools to accelerate the innovation of the new energy industry.

1.1研究背景

近年来，随着创新驱动发展战略的大力推广和全面实施，传统的化石能源已经逐渐被新能源所替代。为了推动生态文明的建设，政府坚持以创新引领新能源产业的发展，以加快产业结构转型升级的速度，实现经济的高质量发展。显而易见，能源和环境问题已经成为全世界人民关注的重要问题之一。作为世界人口大国的中国，有义务担起自己的一份责任。在坚持节约资源和保护环境的基本国策下，新能源产业的发展也受到了政府各项政策的扶持。但是，政府的相关政策出台的出发点是什么，政策工具的选择是否恰当，各项政策工具如何进行最佳排列组合，政策实施后的效果如何等等一系列问题还值得我们进一步深入研究。
