摘 要

小微企业作为我国市场经济的重要组成部分，对我国市场经济的发展做出了重要贡献。然而，由于我国市场经济发展不完善、法律不健全、监管不力、小微企业家社会责任意识缺失等原因，小微企业社会责任缺失现象频发，假冒伪劣、劳资纠纷、环境污染、偷漏税等现象带来一系列社会问题同时，对小微企业的生存发展带来很大的风险。因而，本文从小微企业有别于大中型企业的实际情况出发，总结甄别了小微企业社会责任的内容，纠正了人们对其的误解。归纳总结了小微企业社会责任缺失的现状及原因，对由此带来的生存风险进行分析，指出小微企业履行社会责任的必要和必然。在此基础上，结合利益相关者理论和可持续发展理论，从社会、企业、政府三个方面对小微企业社会责任缺失现象提出可操作性建议，加强政府、非政府组织、消费者的外部推动力，同时建议小微企业家加强自身道德建设，自觉履行社会责任。

随着经济全球化的发展，小微企业想要长远的发展，走向更高的平台，企业社会责任是其必经之途。小微企业需要正视企业社会责任的不足和优势，积极主动的履行社会责任，希望本文对推动我国小微企业社会责任的履行有借鉴意义。

Abstract

Small and micro enterprises as an important part of China's market economy, China's market economy has made an important contribution to the development. Therefore, this article from the small micro-enterprises are different from the actual situation of large and medium-sized enterprises, summed up the small micro-corporate social responsibility to identify the content, to correct people's misunderstanding. Summarizes the present situation and the reason of the lack of social responsibility of small micro enterprises, analyzes the existence risk, and points out the necessity and necessity of the small and micro enterprises to fulfill their social responsibility. On this basis, combined with the theory of stakeholder and sustainable development theory, from the social, business, government three aspects of the lack of micro-corporate social responsibility put forward operational recommendations, strengthen the government, non-governmental organizations, consumers outside Driving force, and suggested that small micro-entrepreneurs to strengthen their own moral construction, and consciously fulfill their social responsibility.

With the development of economic globalization, small and micro enterprises want long-term development, to a higher platform, corporate social responsibility is its only way. 随着步入21世纪，经济全球化的脚步渐渐加快，企业社会责任这一观念逐步被国际社会所认可。经过改革开放初期中国经济追求粗放式的增长方式，科学可持续发展、环境友好型社会、以人为本等观念逐渐普及，为人们所接受，不再单纯追求经济利益。在全球经济一体化的冲击下，企业社会责任已经成为了我国企业的重要战略目标。企业作为一个社会组织，不应当只为股东负责，仅仅谋求经济利益，应当抽出更多的时间和精力，为企业所在的社区谋取福利，解决问题，经营决策考虑员工、供应商等利益相关者的需求。企业应当积极履行社会责任，为中国梦的实现，竭尽所能。

跟据易才集团发布的《2012中国小微企业人力资源管理白皮书》表明，目前我国约有六千万家小微企业，占我国企业总量的九成以上，是我国市场经济的重要组成部分^【1】。对提供就业、满足人们个性化需求、创造创新等方面发挥着重要作用。然而，与大型企业相比，规模小、资金不足、融资困难、产品品牌低等因素极大的制约了小微企业的发展，使得小微企业被迫依赖低成本来获取竞争优势，把自身生存发展放在首位，对于会显著增加短期成本的社会置若罔闻，加上我国的法律与社会对这种行为默许，我国企业漠视了企业社会责任。随着这种经济模式的发展演变，企业大都形成了追逐以经济利润为关键目标而忽视承担企业社会责任目标的畸形运营模式，对环境、社会、消费者的带来不良影响的同时，还对企业的发展产生负面作用。就总体而言，我国大型企业已普遍树立起了社会责任意识，但履行现状却不甚良好；而小微企业则缺失社会责任意识，履行社会责任的更是寥若晨星。
