摘 要

随着经济全球化的不断推进，企业之间的竞争愈演愈烈。同时，伴随着互联网 时代的到来，企业与其他行业的联系越来越紧密，促使企业要不断寻找提高竞争力的途径。与此同时，我国是一个制造大国，要使当前的经济更上一个台阶，就要在当前创新驱动背景下，提高智能制造进步的速度，是国家、是社会的前进的战略选择，是我国制造业新的亮点和焦点，也是我国成为制造业强国的关键所在。

首先本文对智能制造的发展概况、促进智能制造发展的政策，以及产业政策的内涵、特征与作用三方面对现有研究成果进行概述，紧接着系统梳理美国、德国、日本等国家关于智能制造产业的政策发展脉络。之后，列举介绍了国内近几年出台颁布的智能制造产业相关政策，经过与欧美发达国家的政策对比，发现我国在这方面存在的不足。紧接着提出我国智能制造产业政策的改进建议，并对本文内容进行总结。

当今社会，随着信息技术与制造技术的迅猛发展。全世界很多的国家和组织发现不能仅仅停留在当前阶段，将来制造业的情况应该是可持续性的，发展资源型以及环境友好型的智能制造产业是大势所趋，同时数字化、智能化也是其发展的潮流趋势。而智能制造是每个国家争先恐后发展的对象。智能制造将是未来中长期实现制造业与互联网融合，以及全面提升制造业竞争力的重要抓手。我国智能制造产业也在飞速前进，一个比较成熟的智能制造体系俨然已经出现了，很多的技术获得了创新，也得到了国际的认可，而且随着技术的进步带来的经济产值也是相当丰厚的。国家政策的提出、执行，而国家经济发展的方向也在不断的调整，这时候的智能制造面临着很大的机遇和困难，机遇主要是未来有很大的市场需求，而困难则是现阶段的智能制造还不能满足目前的状况。

智能制造作为制造业快速发展的一个分支，虽然取得了很多的进步，可遇到的困难和问题也是不能忽视的。相关方面的政策问题更是突出，比如创新方面的政策缺失、产业的标准体系不完备、相关法律政策不完善等。看似并不严重的这些突出问题将严重影响我国智能制造产业的发展、产业的转型升级。因此，从智能制造产业政策的完善来促进产业的发展是目前重要的研究课题之一。
