摘 要

“互联网＋农业”，这一新的产业名词在2015年被提出后，便引起了各界的积极响应，各农业企业纷纷向“互联网＋农业”企业转型。然而在“互联网＋农业”产业的兴起背后，也出现了各企业之间缺乏信息交流、资源共享不畅的问题，使得建立一个能够联结这些企业并为其提供服务的平台成为必需。因此，本文着眼于这一问题，借鉴“互联网＋”其他行业服务平台和农业服务平台的模式，构建了一个主要服务对象为“互联网＋农业”企业的“互联网＋农业”企业综合服务平台的理论模型。

本文在回顾“互联网＋”相关概念、内涵，和“互联网＋农业”服务平台的应用现状基础上，构建了“互联网＋农业”企业综合服务平台的整体架构，设计了平台的功能模块，研究了平台的构成要素和运行机制。然后以丰景网农业综合服务平台为例，分析了平台的构建和运行机制，对本文第三章提出的“互联网＋农业”企业综合服务平台模型进行了验证。最后分别从政府层面和企业层面提出完善“互联网＋农业”企业综合服务平台的具体建议。研究结论对“互联网＋农业“企业综合服务平台对构建具有借鉴意义。

Research on the Construction of Integrated Service Platform for

"Internet Agriculture" Enterprises——Take Fengjing as an example

ABSTRACT

"Internet Agriculture", a new industrial term, was proposed in 2015, which has aroused positive responses from all walks of life. Agricultural enterprises have been transforming to "Internet Agriculture" enterprises. However, behind the rise of the "Internet Agriculture" industry, there are also problems of lack of information exchange and poor resource sharing among enterprises, which make it necessary to establish a platform to connect these enterprises and provide services for them. Therefore, this paper focuses on this issue, drawing on the model of "Internet other industry service platforms" and agricultural service platforms, and constructs a theoretical model of "Internet Agriculture" integrated service platforms for enterprises whose main service objects are "Internet Agriculture".

On the basis of reviewing the related concepts and connotations of "Internet Agriculture" and the application status of "Internet Agriculture" service platform, this paper constructs the overall framework of "Internet Agriculture" enterprise integrated service platform, designs the functional modules of the platform, and studies the elements of the platform and its operation mechanism. Then, taking Fengjing Agricultural Integrated Service Platform as an example, the construction and operation mechanism of the platform is analyzed, and the model of "Internet Agriculture" Enterprise Integrated Service Platform proposed in Chapter 3 of this paper is validated. Finally, specific suggestions are put forward to improve the integrated service platform of "Internet Agriculture" enterprises from the government level and enterprise level respectively. The conclusion of the study has reference significance for the construction of "Internet Agriculture" enterprise integrated service platform.

1.1.1研究背景

自2015年李克强总理提出“互联网＋”的行动方针计划，国务院办公厅创新性提出“互联网＋现代农业”的战略举措后，这一新的产业模式便成为了广受关注的焦点。2016年，中央一号文件指出，要促进农业产业与其他产业协同推进，“大力推进‘互联网＋’现代农业，应用物联网、云计算、大数据、移动互联等现代信息技术，推动农业全产业链改造升级”。同年，农业部召开的常务会议通过的《“互联网＋”现代农业三年行动实施方案》强调了促进“互联网＋”为代表的农业信息化发展重要性。2018年6月，国务院常务会议研究深入推进“互联网＋农业”促进农村一二三产业融合发展情况议题中指出，要鼓励社会力量运用互联网发展各种亲农惠农新业态，依托“互联网＋”发展各种专业化社会服务，促进农业生产管理更加精准高效，建设涉农公益服务平台，使互联网成为助力农村一二三产业融合发展的重要设施。

如今，“互联网＋”政策得到了各行各业的积极响应，我国的农业产业相对于发达国家来说一直是相对落后的， 而“互联网＋”融入进来则可以实现农业产业的跨越式发展。但是，目前我国对于“互联网＋农业”服务平台体系建设的研究众多，但面向农业互联网企业的针对性服务平台却还没有出现，人们对互联网＋农业的关注点还停留在整个宏观和中观的层面，对于企业的关注还远远不够，这阻碍了“互联网＋农业”行业当中企业的发展，
