摘 要

随着工业水平的逐步提高，越来越多的人意识到了安全问题的重要性。因此，安全管理在企业管理中占据了重要地位。近几年，在我国由于安全管理不科学，体系不够完善等原因导致的伤亡事故频发不断，目前安全形势十分严峻。而且目前安全管理评估方面还存在很多问题。我们需要更加重视安全管理评估的研究与探索，以找到更好的方法能提升安全管理水平。因此，本文对某烷基苯生产企业安全管理进行评估并提出改进措施。通过实地考察以及查阅该企业安全管理档案文件，了解该企业安全管理现状。利用安全管理学的相关原理结合层次分析法构建了适用于该企业的安全管理评估指标体系，采用专家赋值等方法确定了各级指标权重。运用安全检查表法对企业安全管理的各方面进行检查和分析，找出该企业目前在安全管理方面存在的问题。在此基础上，根据本文建立的指标体系对该企业安全管理进行评估。评估结果显示该企业的安全管理水平为良。最终，根据企业安全管理现状，本文从安全文化、安全教育等7个方面提出了相应的改进措施，以提高企业安全管理水平。

The practice and exploration on the safety management of an alkyl benzene production enterprise

Abstract

With the gradual improvement of industrial standards, more and more people are realizing the importance of security issues. Therefore, safety management plays a very important role in the enterprise management. In recent years, in our country because safety management is not scientific, the system is not perfect and other causes, casualties occur frequently. Currently, the security situation is very grim. What’s more, now there are a lot of problems on evaluation of safety management. We need to pay more attention to the research and exploration on the evaluation of safety management, so that we can find a better way to improve the level of safety management. Therefore, we choose the safety management of an alkyl benzene production enterprise as the object of analysis and research and put forward the corresponding improvement measures. We visit the company and consult archive files of security management to understand the status of safety management. We use the relevant principles of safety management and AHP to build safety management evaluation index system which is suitable for this enterprise. In the process, we adopt the method of expert assignment to determine the index weight at all levels. We examine and analysis all aspects on the enterprise safety management by the method of check table, and find out the problems of the enterprise safety management. On this basis, we evaluate the enterprise safety management according to the index system established in this paper. Assessment result shows that the level of safety management of the enterprise is good. Eventually, according to the status of enterprise safety management, in this article we put forward the corresponding improvement measures from seven aspects such as safety culture, safety education to improve the level of safety management.

1.1 选题背景及意义

1.1.1 选题背景

随着国内外经济的快速发展，企业安全生产事故频发不断。2005年11月13日在吉化双苯厂发生的爆炸事故造成松花江严重污染；2015年4月6日福建漳州PX项目发生的爆炸事故造成14人受伤；2015年8月12日天津滨海新区爆炸事故造成100多人死亡，多人受伤，毁坏大面积的建筑物。这些事故影响范围极大，给人们造成了严重的生命和财产损失。

党和国家越来越重视安全问题，很早之前国家就提出了“安全生产”和“安全发展”的理念。而各行各业也在为此不断努力着，但是随着经济快速发展，我国目前的从业人员结构更加复杂，就业方式更加多样化，使得我国的安全管理难度增大，出现新的问题和状况。我国近几年引进并且研究推广了事故的分析和预测技术，并结合传统的安全管理方法进行安全管理的探索。但目前很多企业的安全管理还是很传统的，他们比较重视事故发生后的管理。这种传统的管理模式注重简单的，浅显的东西，例如安全考核，日常检查，安全教育等，忽略了对不同阶段人的思想行为变化以及有效的安全工作方法的探索和研究。仅仅靠着制度约束劳动者，不在事故发生之前采取有效预防措施，造成安全事故频发，安全生产形势十分严峻。随着安全管理的发展，虽然人们早已认可了安全管理体系的实施对预防事故的效果^[1-7]，但是在安全管理体系构建及其评估标准确定方面还有很多需要解决的问题。我国目前的安全管理还存在很多不足如安全管理体系不够完善，管理不科学、不到位等。我们需要更加重视安全管理评估方法的研究与探索，以找到更好的方法能找出安全管理中存在的问题，全面提升安全管理水平。
