摘 要

评估化工园区的应急救援能力是为了使相关企业的应急管理工作可以更好开展，并使应急救援的预案更加行之有效，进一步提高相关企业的在发生应急事件的管理能力。与此同时，建立比较完善的体系也可以降低企业园区内相关事故造成的损失。 本篇论文以之前园区内发生的相关事故的原因作为基础并进行研究调查，从而可以更好的提供今后处理事故的应急救援能力的相关经验，整体提高化工园区处理应急事件的整体能力，与此同时，还构建了化工园区应急能力可变模糊评价模型。

本文主要研究成果如下所示：

（1）对化工园区内发生事故的危险系数以及生产安全性进行综合评估，与此同时，进一步分析化工园区生产以及事故危险性特征，同时还探究了化工园区最近几年所出现的典型案例。

（2）构建化工园区应急救援能力评价指标系统。首先从化工园区应急管理所具备的内涵以及应急救援任务的方向出发，随后按照建立指标系统的原则和步骤，建立出化工园区应急管理能力评价指标系统，一共涵盖了三个层次的指标，包括一个一级指标，五个二级指标以及十六个三级指标。

Design of Index System for Emergency Capability Evaluation of Chemical Industry Park

ABSTRACT

The purpose of evaluating the emergency rescue capability of the chemical industry park is to make the emergency management work of relevant enterprises better carried out， make the emergency rescue plan more effective， and further improve the management capability of relevant enterprises in the event of emergency.At the same time， the establishment of a relatively perfect system can also reduce the losses caused by related accidents in the enterprise park.In this paper， the causes of relevant accidents occurred in the park before are taken as the basis for research and investigation， so as to better provide the relevant experience of dealing with accidents in the future and improve the overall ability of the chemical park to deal with emergencies.At the same time， a variable fuzzy evaluation model of the emergency ability of the chemical park is constructed.

The main research results are as follows:

(1) At the same time， it further analyzes the characteristics of the production and accident risk of the chemical industry park， and also explores the typical cases of the chemical industry park in recent years.

(2) Establish the evaluation index system of emergency rescue capacity of chemical industry park.Starting from the connotation of emergency management and the direction of emergency rescue task in the chemical industry park， then according to the principles and steps of establishing the index system， the evaluation index system of emergency management ability in the chemical industry park is established， which includes three levels of indexes， including one level one， five level two and sixteen level three.
