摘 要

水上交通安全这个问题一直以来都备受公众所关注,而船舶通航的安全是水上交通安全中最为重要的一个组成部分。长期以来,世界上各个海运国家为了能够确保船舶通航的风险能够量化并得到控制已经做出了非常多的研究和工作。然而,在全世界范围内的船舶触损、油污、火灾、碰撞以及搁浅等水上交通事故仍然频频发生,并造成了十分严重的后果。在这样一个环境背景下,为了能够保障船舶通航的安全,世界各国的专家和学者们进行了一系列各类关乎于通航水域船舶风险识别、通航水域风险预测以及风险控制的调查与研究。胜利油田水域作为我国重要的能源资源生产以及中转基地，其水域船舶通航风险状况受到了社会方方面面的关注。

而随着胜利油田水域的船舶交通状况变得日益复杂，不仅仅是船舶数量的不断快速增加，特别是大吨位船舶所占的比例也是越来越高，而且在胜利油田水域范围内的水上休闲娱乐活动也开始变得日益频繁起来，再加上参与胜利油田水域建设与发展的各类施工船舶以及水上作业平台逐年增多的影响，胜利油田范围内水域的水上交通事故也在近几年屡次发现，造成了不小的财产损失以及人员伤亡。有鉴于此,本文选题对胜利油田水域船舶通航风险进行了研究，并通过模糊分析的方法来对胜利油田水域的船舶通航风险加以识别与评价，其评价结果对相关水上管理部门制定相应的安全管理措施，保障安全生产和通航安全具有良好的现实意义和指导价值。

ABSTRACT

The water traffic safety problem has been concerned by the public, and the ship navigation safety is the safety of water traffic in one of the most important part. For a long time, the various maritime countries in the world in order to ensure that the risk of the ship's navigation can be quantified and controlled has made study and work very much. However, ships against, worldwide oil pollution, fire, collision and stranding and other water traffic accidents still occur frequently, and caused serious consequences. In such a background, in order to ensure the safety of ship navigation, experts and scholars around the world have developed a series of various types about navigable waters ship risk identification, risk prediction and risk control of the navigable waters of the investigation and research of Shengli Oilfield waters. As China's important energy resources production and transit base Land, the waters of the ship navigation risk situation has been the concern of all aspects of society.

With the ship traffic in Shengli oil field waters become more and more complicated, not only is the rapid increase of the number of ships, especially for large tonnage ships theproportion is more and more high, but also in Shengli oil field waters within the scope of water recreation activities are becoming increasingly frequent, plus all kinds of ships to participate in the construction of construction with the development of Shengli Oilfield waters as well as the influence of the operation platform on water is increasing year by year, the Shengli oil field within the waters of the traffic accidents in recent years have found that caused no small loss of property and casualties. Therefore, the topic of the ship navigation risk in Shengli Oilfield waters were studied, and the method fuzzy analysis of ship navigation risk in Shengli Oilfield waters to identification and evaluation, the evaluation results of water management departments to develop appropriate security Management measures to ensure the safety of production and navigation safety has a good practical significance and guiding value.

随着社会对能源需求的快速增长，油气开发逐渐向深海进军，油田群水域逐步覆盖了港口附近的水域，油田群水域通航环境向着通航环境复杂、船舶流量增大、事故后果严重等方向发展和改变，这其中的油田群水域船舶通航安全便显得尤为重要^[1]。为了能够高效安全的对油气资源进行更为合理的开采，我们需要对油田群水域的通航环境安全进行更加全面、细致的分析和研究。

胜利油田地处山东北部渤海之滨的黄河三角洲地带是我国的第二大油田，在我国经济建设中具有十分重要的地位。而在此背景下，随着该油田水域船舶交通的日益复杂化，它的水域通航安全便更加值得我们关注。通过对胜利油田水域的交通风险评估，我们也可以更好地预估风险，把水上交通事故带来的损失降到最小，甚至可以更好地规避水上交通事故的发生，这对保障油田水域的通航安全、安全生产以及对生态环境的保护有着重要意义。

1.1.2 研究的意义

能源问题是当今世界的一个焦点问题，各大国家都将能源提升到了国家战略的层面上来，我国也不例外。虽然各类新型能源的开发都在如火如荼的进行中但化石燃料在当下的生产生活活动中仍然扮演着不可替代的关键角色。因此，做好胜利油田水域的水上交通安全工作，确保各类能源的开采运输环节顺利进行、保障相关水域的清洁以及区域内各个国家重点建设项目的顺利进行，意义重大。
