摘 要

养老产业的健康发展有助于缓解日益严重的人口老龄化带来的各种问题。而目前我国的养老产业发展还处于起步阶段，对其进行研究探索具有理论和现实双重意义。

首先本文介绍了养老产业的研究背景和意义以及本文的研究方法和内容框架。然后通过养老产业相关概念的引入，对目前国内外研究状况进行综述，并简单对比了目前我国养老产业与国外的差距。

通过对我国养老产业目前的发展环境和供给情况进行分析，指出存在的问题主要包括：相关政策不完善、养老服务体系不健全、养老产品质量堪忧、服务人员不够专业化和产业发展不平衡，未形成产业链等。

在借鉴了日本和美国养老产业的成功经验后，提出解决我国养老产业问题需要做到以下几点：明确政府职责、完善制度和政策、建立新型养老模式、优化产业配制、加强从业人员培养和促进产业链的形成。最后对我国养老产业的发展前景进行了展望。

Research on the Development Prospects and Countermeasures of China's Pension Industry

Abstract

The healthy development of the pension industry helps alleviate the problems caused by the increasingly serious population aging. At present, the development of China's pension industry is still in its infancy, and its research and exploration have dual meanings of theory and reality. This article has made relevant introduction and research on this.

First of all, this paper introduces the research background and significance of the pension industry and the research methods and content framework of this article. Then through the introduction of relevant concepts of the pension industry, the current domestic and foreign research status is reviewed, and the gap between the current pension industry and foreign countries is simply compared.

Under the understanding of the overall lag in the development of China's pension industry, the analysis of the current development environment and supply conditions of the pension industry, specifically pointed out that the current problems include: the relevant policies are not perfect, the pension service system is not perfect, the quality of pension products is worrying, service personnel Insufficient specialization and unbalanced industrial development have not formed industrial chains.

After drawing lessons from the successful experiences of the pension industry in Japan and the United States, it is pointed out that the following issues need to be resolved to solve the pension industry in China: clarify government responsibilities, improve systems and policies, establish a new model of pension support, optimize industrial preparation, and strengthen the cultivation and promotion of employees. 1.1研究背景及研究意义

1.1.1研究背景

随着全球化发展速度的不断提升，人类的生存条件不断优化，借助生活水平的提高和医疗技术的进步，人类的卫生健康状况得到改善，进而使得寿命得到延长。人类寿命的不断延长是老龄化现象日益凸显的一个重要原因，另外由于人们社会观念的转变导致人口出生率不断降低，这也使得老年化现象越发严重，也越来越引起社会关注。有研究指出，目前全世界有超过60个国家和地区存在不同程度的老龄化问题，老龄人口总数达到6.29亿，60岁以上人口占比达到两成。由此可见，人口老龄化是目前全世界范围内都存在的一个现象，也是全世界需要解决的一个难题^[1]。

在世界人口老龄化现象越来越严重的背景下，中国面临的人口老龄化现象也越发显著。分析其原因，一是由于在未开放二孩政策前，长久实施计划生育导致人口出生率持续降低，青少年人口比重不断减小；二是由于生活质量的提升和医疗水平的提高延长了人口寿命，老年人比重不断增大。根据统计局的相关数据表明，我国65岁以上人口在2013年已经达到1.3亿人，到了2015年，这个数字增加到了1.38亿，增长了6.15%。2015年65周岁及以上人口数量占总人口的10.1%。老年抚养比也逐年递增，从表1.1中可以看出从2009年到2015年，老年抚养比上升了2.3%。通过预测，我国老龄人口数到2025年将超3亿， 2053 年将达到最高峰4.8亿。这表明，在接下来的数十年内，我国人口老龄化发展速度进入高速阶段，人口老龄化问题已经成为中国亟待解决的重要问题之一。
