摘 要

现代社会既是一个技术社会，更是一个风险社会。曾经一度被视为社会发展决定因素和根本动力的科学技术，如今已成为诱发和加剧社会风险的主要因素之一。没有充分认识技术研发和应用可能带来的风险问题技术创新的失范现象在我们日常生活中时有显现。科技和经济的不断发展所带来的副作用使人类社会逐渐进入一个风险社会,其中技术风险是当今风险社会的重要形式和主要特征。

在风险社会下如何重建技术创新的秩序，防范与化解风险，促进技术创新健康有序地推进，是我们不得不直面与思考的问题。厘清现代技术风险特质,深入剖析现代技术风险冲突的来龙去脉，提出合理有效的治理之策，对防范风险、化解冲突及构建和谐社会有着极其重要的理论价值和现实意义。本研究主要采用实证主义和文献综述的研究方法，综合国内外学者对现代技术风险的研究成果,提出了现代技术风险问题的分析构架,重点梳理现代技术风险的主要特征，从技术层面、社会层面、文化层面三个角度对现代技术风险产生的原因进行分析，并从现代技术风险防范的在风险管理中的重要性、现代技术风险防范的可能性和必要性方面进行验证，从而进一步提出现代风险技术的规避方法和策略，本文认为在现代技术风险防范问题上，强化技术风险意识是前提；完善现代技术是手段；加强技术风险的社会控制是关键；完善现有法律、法规体系是必要。

Abstract

Modern society is not only a technological society, but also a risk society. Was once regarded as determinants of social development and the ultimate power of science and technology, has now become one of the main factors that induce and intensify social risk. Didn't fully understand technical research and development and the application problem of the risk of technical innovation of anomie phenomenon has appeared in our daily life. The continuous development of science and technology and economic effects brought by the human society has gradually entered a risk society, the technical risk is the important form and the main characteristics of risk society.

Under the risk society how to rebuild the order of technology innovation, to guard against and dissolve the risk, promote the healthy and orderly advance of technology innovation, is the problem we have to face and think. Clarifying modern technology risk characteristic, control and reduce the damage and loss caused by modern technology risk, analyses the ins and outs of the modern technology risk conflict put forward reasonable effective governance, to guard against risk, conflict resolution, and build a harmonious society has the extremely important theory value and practical significance. This research mainly adopts the research methods of positivism and the literature review, comprehensive domestic and foreign scholars on the research achievements of modern technology risk, and puts forward the analysis framework of modern technology risk problem, and focus on combing the main characteristic of modern technical risk, the causes of, and further puts forward modern technology risk aversion methods and strategies. this paper argues that in the modern technology to strengthen technical risk consciousness is premise; The modern technology is a means; Strengthen the social control is the key technical risk; It is necessary to perfect the existing laws and regulations system.

第1章 绪论

1.1研究背景

技术在人类历史上一直扮演着重要角色。随着18世纪牛顿力学的出现，自然科学体系被建立起来，这使得技术在现代科学的基础上获得了新的进步和应用。科学和技术的完美结合为人类社会带来了空前的物质繁荣。

然而，两次世界大战的爆发使人类受到了巨大创伤，让人们对现代科技产生了深刻的思考。在享受着现代技术带来的好处的同时，一系列由现代科技引发的社会问题也正在我们身边发生。在高度技术化的现代社会，技术活动已经广泛的渗透于人类生产和生活的各个领域，然而科学技术的发展不仅没有提升人类的安全感和道德水平，反而使人类面临先前着前所未有的的高科技风险。乌尔里希·贝克指出，现代社会所面临的风险与现代科技的发展和应用有着密切的联系，人类社会面临的诸多危机和困境绝大部分根源于现代技术。^[1]对于现代技术的怀疑和困惑也困扰着越来越多的人。

1.2研究现状

上世纪七八十年代，国外开始对技术风险进行研究。美国社会学家 Charles Prow从技术本身复杂性特点切入提出“高技术风险是正常事故”； Susan L Cutter则就技术风险的感知与管理方面等进行了相关阐述。另外，社会学家 Wolfgang Kroch 等人以科技知识引发社会风险的原因作作为理论点进行相关研究。国外学者围绕技术风险的相关议题形成了以专业技术工作者和风险经济学为代表的客观实体派和主观建构派两大研究阵营，研究现代技术风险的主观建构性与文化、心理规避机制已成为国际技术风险研究的趋势。

国内学者的研究起步相对较晚，在上世纪九十年代开始有所关注。1991 年，郑功成教授发表《技术风险及其控制》、《技术风险及减灾》等系列文章，分析了技术风险的特征、破坏性、成因及减灾对策等。1995 年，谢科范、郑士贵等学者几乎同时提出了“创立技术风险学”的设想。随后，国内一些科技哲学和社会学学者相继发表文章研究技术风险问题。当前我国学者对技术风险的研究主要集中于其基本内涵、形成原因、认知研究以及不同领域中技术风险问题表现等几个方面。
