摘 要

社会保险制度是关乎我国民生社稷的重要的制度，劳动力流动是我国现阶段非常受关注的社会现象，我国社会保险制度的多重分割与劳动力流动障碍之间呈双向关系。本文采用文献归纳法，分析了我国社会保险制度多重分割的历史原因以及现状，剖析了社会保险制度的多重分割与劳动力流动障碍之间的关系，提出了一些针对不同分割现状的解决思路。本文一共分为四个部分。

第一部分，介绍了现有的关于社会保险制度和劳动力流动的相关研究并且对本文所用理论进行了介绍。

第二部分，界定了相关核心概念，追溯了社会保险制度城乡分割、社会人群分割和地区分割的历史渊源，并且通过数据展现了社会保险制度多重分割的现状。

第三部分，将社会保险制度多重分割与劳动力流动障碍之间的双重关系进行剖析，一方面介绍了多重分割对劳动力流动产生影响的制度安排，一方面介绍了劳动力流动障碍对社会保险制度的影响。

第四部分，尝试针对不同分割情况提出了解决思路。

Abstract

Social insurance system is the important system about our country state of the people's livelihood and labor mobility is a very popular social phenomenon, at the present stage in China, there is a dual relationship between multiple division of social insurance system and labor migration barriers.Iiterature induction is used in this paper to analyze the historical reasons of China's social insurance system in the multiple segmentation as well as the status quo, and to analyze the social insurance system of multiple segmentation as well as the relationship between the labor mobility barriers, to put forward some solutions according to current situation of social insurance system of different segmentation.This article is divided into four parts altogether.

The first part, the paper introduces the existing about the social insurance system and the labor mobility related research and to introduce the theory in this paper.

The second part, defining the core concept，tracing the social insurance system of urban and rural division, social population division and regional division of historical origin, and showing the current situation of the social insurance system in the multiple segmentation through the data.

The third part, analyzing the dual relationship between the social insurance system in the multiple segmentation and the labor mobility barriers, on the one hand, this paper introduces the multiple institutional arrangements that affect the division of Labour mobility, on the other hand, this paper introduces the diffculty of the labor force flow's influence on the social insurance system.

The fourth part, trying to put forward the solutions of different segmentation.

一、绪论

（一）研究的目的和意义

经济在发展，社会在进步，人们越来越重视自己的权利和权益。社会保险制度与人们的生活高度相关，因此越来越受到人们的关注。近年来，关于养老金并轨的话题一直是社会热点问题，对于这一问题的关注引发了本人对社会保险制度多重分割这一社保制度现状的关注。而中国社会的另一大热点问题——流动人口问题，作为经济发展所带来的必然结果，是研究社会问题所不能忽视的重要方面。本次选题将这两大社会热点问题融合在一起，不仅从宏观层面探究制度是如何影响社会的发展，又从社会具体问题来研究社会问题是如何自下而上地影响国家的制度法规。因此，结合论文的主题，该文献综述主要围绕社会保险制度和劳动力流动两个方面对相关文献进行归纳总结。

（1）社会保险制度的内涵

在现代社会保障体系中，社会保险是其中最为核心的组成部分，另外，它本身又是一个包涵了多个保险项目的保险系统。通常意义上，社会保险制度包括了养老、医疗、工伤、失业和生育保险项目。
