摘 要

目前，随着我国城镇化的快速发展，居民服务需求呈现多元化趋势，但社区服务流于形式，导致需求与供给产生错位的现象。因此，为了解决社区服务存在的问题，就有必要对社区服务需求与供给进行分析。本文以南京市岱山新城社区居民为研究对象，对其社区服务需求与供给的现状进行分析，找出存在的问题，并提出完善意见，以期为推动岱山新城社区服务的发展贡献自己的一份力量。

本文采用文献研究法、访谈法和比较分析法，通过对南京市岱山新城社区的调研，可以发现存在以下问题：资金来源过于单一；社区提供的服务与居民实际需要矛盾；供需双方缺少沟通，供给缺乏针对性。笔者针对以上问题提出如下完善建议：第一，发挥政府的主导作用；第二，强化非政府组织的服务能力；第三，提升社区工作人员服务的专业化程度。希望这些建议对新型社区服务发展有所帮助。

Analysis on the Demand and Supply of New Community Service

under the Background of Urbanization

Abstract

At present, with the rapid development of urbanization in China, the demand for residents' services is diversified, but the service of community service is in the form, which leads to the dislocation of demand and supply. Therefore, in order to solve the problem of community service, it is necessary to analyze the demand and supply of community service. This paper analyzes the present situation of community service demand and supply, analyzes the existing problems and puts forward some suggestions to promote the development of Daishan Metro community service.

This paper uses the literature research method, the interview method and the comparative analysis method. Through the investigation of the Daishan New Town community in Nanjing, we can find the following problems: the source of funds is too single; the service provided by the community needs contradiction with the residents; the lack of communication and supply lack of relevance. The author puts forward the following suggestions for the above problems: first, play the leading role of the government; second, strengthen the service capacity of non-governmental organizations; third, to enhance the professionalization of community staff services. It is hoped that these recommendations will help the development of new community services.

一、导论

（一）研究背景

改革开放三十年来，我国进行了一系列改革。伴随着改革而来的是城镇化道路的不断加快。但是我们必须看到目前的城镇化还存在着一系列的问题，这些问题的出现对城镇化水平的提高产生了很大的阻碍。由于二十世纪八十年代我国的经济体制发生变化，使我国由政府和企事业单位主导的社区管理和社区服务变得不合时宜。随着社会经济的不断发展，服务大众的职责应该交由社区承担，社区应该在全面改革和新型城镇化建设中发挥至关重要的作用。

在国家不断推进城镇化建设的过程中，社区居民构成日趋复杂化，其社区服务的需求也越来越多元化。在国家各项政策的支持之下，社区建设取得了很多成果，但是同时我们也可以看到，有些社区在实际提供服务的过程当中过于形式化、服务的质量低、社区工作人员少但是行政性事情多。社区根本没有考虑到居民的实际需求，只是为了应付上级交代的工作来给居民提供一些日常化服务，导致社区服务供给与需求之间产生“错位”，影响居民的生活幸福感。因此，如何建立更加有效的社区服务体系，是我们现阶段需要解决的问题。
