摘 要

在21世纪，随着中国经济的快速发展和城市化的进程加速,人口红利开始逐渐消失，人口老龄化现象及问题开始集中显现出来，养老问题已经成为社会的主要问题之一。传统的家庭式养老和社会福利机构养老模式已经落后于时代的发展，社区老年人居家养老模式开始成为许多老年人养老的重要手段。其中，社区居家养老给老年人在情感层面提供慰藉的功能，对于很多老人来说是一个理想的选择，同时也是其发展的重要原因之一。本论文以南京浦厂南苑小区老人为调查对象，通过问卷调查法，对目前老人居家养老模式进行调查研究，分析结果表明社区居家养老服务在解决老人的养老问题上存在很多不足之处，如缺乏活动资金、社会相关制度支持的缺乏和服务人员缺乏相应培训等。以此为例，本研究进一步提出改进社区居家养老的对策建议，以期对我国养老问题有所助益。

An Investigation and Countermeasures on the Old-age Care for the Elderly in the Community——A Case Study of Puyuan Nanyuan Community

Abstract

In the 21st century, the rapid development of China’s economy and the process of urbanization have accelerated. The demographic dividend has gradually disappeared. The phenomenon and problems of aging population have begun to show up. The problem of old-age care has become one of the major problems in society. Traditional family-style pension and social welfare institutions have lag behind the development of the times. Old-age care for the elderly in the community has become an important means for many elderly people to support their old age. Among them, community home-based care for the elderly provides emotional comfort. It is an ideal choice for many elderly people, and it is also one of the important reasons for its development. This paper takes the elderly people in nanyuan community of nanjing puchang as the objects of investigation.Through the method of questionnaire survey, the current home-based old-age care model of the elderly is investigated and studied. The analysis results show that there are many shortcomings in solving the old-age care problems in community home-based care services.Such as lack of activity funds, lack of social related system support and lack of service personnel training.Taking this as an example, this study further proposes countermeasures and Suggestions to improve the home-based care of the community, so as to help China's pension problems.

一、绪论

（一）研究背景及意义

1.背景

根据国家统计局最新公布的2017年国民经济和社会发展统计公报显示，截至2017年年末，中国大陆总人口数为139008万，比2016年年末增加了737万人，自然增长率为5.32‰。其中16-59岁（含不满60周岁）人口为90199万，占总人口的64.9%。60周岁及以上人口为24090万人，占总人口的17.3%。 一般认为，65 岁以上的人口达到或超过人口总数 7%或60岁以上的人口达到或超过人口总数 10%的社会符合“老龄化社会”的特征，通过分析以上数据不难发现，我国已经进入了老龄化社会的行列。而且我国人口老龄化历程还将加速发展，而作为基本国策的计划生育使得传统家庭养老模式日渐衰落，我国急待成立和完善符合国情的养老制度，以提高养老服务的质量，减缓社会矛盾。
