摘 要

“未富先老”的老龄化时代背景下，失能老人的规模与日俱增，因其不同于健康老人的生理特点决定了其养老需求的特殊性，现有的养老模式较难满足失能老人的个性化需求。这就需要创新养老模式，将科技与社区居家养老模式充分地结合，有助于提高失能老人养老的质量。社区是城市的基本单元，促成老龄事业的蓬勃发展，打造智慧社区是提高失能老人养老质量的有效途径。智慧社区的建立是将来城市发展的重点，传统社区转变为智慧社区的过程中，我国智慧社区的建设立足国情，发展较快，与国外智慧社区的发展相比又呈现出一定的特点。本文在比较分析国内外智慧社区在失能老人养老模式上的探索途径后，提出具有合理性和可行性的意见和建议。

A study on the Old-age Model for the disabled elderly from the Perspective of "Intelligent Community "——Take the S community as an example

Abstract

Under the background of the age of "not rich and old", the scale of the disabled elderly is increasing day by day. Because the physiological characteristics of the elderly are different from the healthy elderly, the existing old-age mode is more difficult to meet the individual needs of the disabled elderly. It is helpful to improve the quality of the elderly who have lost energy. The community is the basic unit of the city, which contributes to the vigorous development of the aging cause, and the building of a smart community is an effective way to improve the quality of the aged. The establishment of the intelligent community is the focus of the future development of the city and the process of transforming the traditional community into a smart community. In China, the construction of the intelligent community in China is based on the national conditions and develops rapidly, and it has some characteristics compared with the development of the foreign intelligent community. After comparing and analyzing the ways of exploring the mode of the disabled elderly in the intelligent community at some reasonable and feasible suggestions and suggestions have been put forward at home and abroad.

一、绪论

（一）选题背景及意义

1.背景

我国老年人口逾越2亿，位居全球第一，增长速度超过3%。现阶段中国经济正在大步向前迈进，同时伴随着老龄化社会的到来。在中国的失能老年人口数量居世界之最，并且增长速度较快。截至2016年，我国失能、半失能老人超过四千万，占老年人人口数量近百分之二十，预计到到2053年失能老人将超过1个亿。^[1]

随着老年人年龄的增长，老年人将逐步从自我护理状态转为介护状态，相应的养老需求也在随年龄的变化而变化。老年人身体健康、日间照料等问题日益突出。因受到传统思想、家庭结构等因素的影响，目前在所有的养老模式当中，居家养老模式是我国现行养老模式中最为推崇也是最有效的一种方式，它占比高达90%。现有的养老模式，尤其是针对失能老人的养老模式存在不同程度的安全风险，缺乏保障。将科技与养老结合，打造“智慧社区”是降低失能老人的养老风险、提高其养老质量的有效途径。

2.意义

“孝”贯通于中国的传统家庭养老品德文化，落实儒家哲学思想中的“孝”文化有助于解决我国的养老问题。在老龄化趋势的影响下，居民对医疗、出行、居家安全、生活必需品的价格等信息及相关服务具有重大需求，因此政府不断加强对失能老人服务的投入。智慧社区通过运用信息技术布局、设计、建造和运营社区基础设备使得居家养老和社区养老实现智慧化，扭转失能老人单独在家生活的状态，其各种诉求、身体状况和居家安全等皆可被感知，从而能够提高失能老人的生活质量，有利于促进社区和谐，推动区域社会进步。

发达国家的发展经验表明，走向社区养老和居家养老是未来社会养老服务体系发展的必然选择，因为老人都希望养老服务点就在其居住地附近。此“服务点”是指一个复合型设施，提供残影、康复训练、门诊治疗、住院治疗等服务。这样方便家人照看老人，老年人也不会感到孤单。

随着科学技术的进步，越来越多的科技成果将运用到养老设施当中，对提升养老服务的质量有很大的帮助。在智慧社区的养老模式中，失能老人最关心的非医疗健康问题莫属。智慧社区通过开通电子信息服务平台，建立特殊群体生命体征数据库，将传感器终端和计算机网络和警报系统无缝对接，同时家中配备与移动互联终端相连接的身体体征检测器，可以将老人的心率、血压、血糖等基础数据及时传到电子信息服务平台，社区医院可以实时监测老人的基础数据并对因数据异常而发出警报的老人提供及时救助。为了实现老人慢性疾病的预防和筛查，做到早发现早治疗，社区医院可定期派医护人员前往失能老人家中提供免费健康检查服务。
