摘 要

本文首先对国内中小型企业采购现状进行分析。点明在现今国内制造业面临转型的大环境下，为了能让中小型企业在越来越激烈的商业竞争中生存，必须对采购环节进行改革。从而节约成本，提高效率，保障企业产品质量，提高企业的核心竞争力。然而，很大一部分中小型企业未能正视企业采购环节的重要性，对采购环节的重视程度严重不足。另一部分企业对采购环节如何改革十分迷茫，无法找到正确方向。造成国内中小型制造型企业采购环节普遍存在许多问题，采购成本也普遍过高。使企业运营成本无法缩减，影响企业整体战略的发挥。

本文以实践调查与资料查询为基础，对采购进行准确的定义并对企业采购模式，采购原则等进行详细的阐述。再通过对现今国内中小型制造型企业所处大环境以及企业自身进行分析，点明采购环节优化的必要性。通过对实际实践的zr公司采购环节所发现的具体问题进行发掘分析，找到问题产生的原因以及改进方向。从而找到一条适合大多数相同中小型制造型企业采购流程优化与采购成本控制的道路。

文章具体通过对zr公司改进前采购环节中所出现问题造成的采购成本增高等进进行预估。从而估算采购流程各个环节的优化可以降低多少采购成本。从而为采购成本控制提供方向。

ZR company's purchasing process optimization and cost control

Abstract

This article first carries on the analysis to the current situation of domestic small and medium enterprises procurement. It faces the transformation of the environment in the domestic manufacturing industry, small or medium enterprises in order to survives in the increasingly fierce competition, reform must be carried out in the procurement process. In order to save the cost, improve efficiency, ensure product quality, improve core competitiveness of enterprises. However, some companies failed to address the importance of procurement, the lack of attention. Another part of enterprises on how to reform the procurements processed is very confuseing, unable to find the right direction. By purchasing domestic small and medium-sized manufacturing enterprises generally has many problems, the purchase cost is too high. Make the enterprise operating costs can not be reduced, influence the whole strategy of enterprise.

Based on the investigation and data query based on the procurement practice, accurate definition of procurement mode, procurement principles in detail. Then through the environment and the enterprise of the domestic small and medium-sized manufacturing enterprises have their own analysis, pointing out the necessity of the optimization of the procurement process. Specific problems by Zr company procurement of the practice that excavation analysis, can find the causes of the problem and the direction of improvement. In order to find a suitable for the majority of small and medium-sized manufacturing enterprises as the optimization of purchasing process and purchasing cost control way.

This paper through the procurement cost problems caused by the increase in the purchase link prediction for Zr company to improve. In order to estimate the optimization of each part of the procurement process can reduce the number of purchase cost. In order to provide direction for the procurement cost control.

第一章绪论

1.1选题背景

让国人引以为豪的“Made in china”曾带领中国经济发展走在世界前沿,中国制造一度曾是中国经济发展主力引擎。而在当今国际社会,一方面,很大一部分的东南亚国家正在中低端制造业上发力,抢夺曾经中国劳动力成本较低的优势;另一方面,许多原本在华生产的外资制造型业回流发达国家,投资的优势正在消失,“前后夹击”的状况成为了当前中国制造业的无奈现状。制造型企业转型刻不容缓。而中小型制造型企业更是改革转型中的一大重点。

然而，当前的中小型制造型企业的发展甚至生存都面临着重大挑战。一方面，首先由于国际经济大环境的影响导致中小型企业外部经营环境进一步恶化，使很多中小型企业陷入发展停滞甚至濒临破产的困境。其次，自上世纪80年代来，我国制造业发展的黄金时代早已远去，原来的一些竞争优势渐渐失去，中国制造业遇到了发展瓶颈。越来越高的人工费使以前的人工成本优势在不断减小，许多外资大型制造型企业都在向东南亚地区进行产业重心的转移。而中小型企业在此过程中所受冲击则更加巨大。同时，在经济全球化的背景下。我国企业受到了很大的冲击。企业要想在竞争激烈的国际市场上能够存活下来，并且占据一席之地，加快自身发展步伐是必须的，优化企业管理，调整产品结构，降低运营成本，提高企业的核心竞争力。而在企业的众多运营成本中，采购成本独占鳌头。，为了促进企业的快速发展，优化企业的采购管理已经是势在必行。
