摘 要

21世纪全球进入了科技时代，创新越发成为这个时代的主旋律，这其中高新技术企业的技术创新是最引人注目的，因为高新技术企业掌握着最先进的技术和生产手段。近年来我国为了促进国内高新技术企业的快速发展，对高新技术行业投入了大量的资源。根据《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》编制的《十三五(2016-2020年)规划纲要》中明确指出：“把发展基点放在创新上，以科技创新为核心，以人才发展为支撑，推动科技创新与大众创业万众创新有机结合，塑造更多依靠创新驱动、更多发挥先发优势的引领型发展。”中间更是提到要加快突破新一代信息通信、新能源、新材料、航空航天、生物医药、智能制造等高新技术领域核心技术。”^[1]高新技术企业是高新技术成果形成和成果转化的主体，是提高区域产业竞争力和实现可持续发展的主要力量。所以对高新技术企业的技术创新绩效评价对高新技术企业创新管理具有重要意义 。

本文总共分为五章：第一章引言：主要介绍了论文选题的背景、研究目的和意义。并对国内外相关的研究文献进行了梳理，简单介绍了本文所采用的研究方法。第二章理论的分析：主要就高新技术的定义、认定标准等进行简单的总结。第三章和第四章是本文的实证研究内容，第三章首先对搜集到的数据用Eviews进行相关回归分析，找出高新技术企业内部投入与创新绩效（高新技术销售产出）有关的要素。第四章基于DEA模型的评价方法和相应的投入产出指标，并结合所搜集的数据对武汉市高新技术企业技术创新绩效进行测度与分析。第五章研究结论及建议：对本文的 研究结论进行综述，并结合结论就如何提高高新技术企业技术创新绩效给出合理化建议。

研究发现：第一，企业内部投入要素中的研发人员投入数量、研究经费投入量、企业规模表示变量中的总收入与企业的创新绩效成显著的正相关，研究经费投入占总收入的比例与企业的创新绩效呈负相关关系，而科研人员投入比例与企业创新绩效的关系在不同产业之间存在着差异；第二，湖北省的高新技术企业的创新绩效大都没有达到最优的状态，存在一定程度的人员和研究经费的冗余。

Abstract

21^st century is an era of technology, and innovation is becoming the main theme the time. Since new high-tech enterprises hold the most cutting edge technologies, they become the most noticeable part in our economy. In recent years, China invests plenty of resources to promote the development of new and high technology industry. According to the 13^th develop plan, innovation is the foundation, technology innovation is the core, and reserve of talents is the support of economy development, which can promote the merging of innovation of technology and entrepreneurship and create more development relying on the innovation and the first mover advantage. The plan especially notes the importance of developing the core technologies of the information communication, new energy, aerospace, biological medicine and the AI industry. New high-tech enterprises are the main part of the achievement of new and high technology, as well as the main force to improve regional competitiveness and achieve sustainable developments. Therefore, the evaluation of the technology innovation performance is significant to the innovation management of new high-tech enterprises.

The paper has five different chapters. The first chapter illustrates the background, the end, and the significance of doing the research, as well as reviewing relevant researches and explaining the research methods adopted by the paper. The second chapter Is the analysis of theories, including the definition and the evaluation standard of new high-tech industry. The third chapter use regression analysis to analyze the collected data by Eviews, and find the factors among the intrinsic investment which can affect the innovation performance. The fourth chapter analyze the innovation performance of the new high-tech enterprises in Wuhan city depending on the DEA model and relevant standard of input and output. The fifth chapter is the conclusion and the advices depends on the research of this paper, reviewing the conclusion of the paper and providing reasonable advices to improve the innovation performance of new high-tech industry.

The study found: first, the internal factors in the R amp; D personnel quantity, quantity, research costs enterprise scale said total revenue variables and enterprise innovation performance is significantly positively related, research investment, the proportion of the total revenue and enterprise innovation performance is negatively correlated, while the proportion of investment research staff relations and the performance of enterprise innovation are different in different industries; second, the high-tech enterprises in Hubei province innovation performance are not the optimal state, there is a certain degree of redundant personnel and research funding.

1.1选题的背景、目的和意义

1.1.1研究的背景

20世纪70年代末，高新技术行业引领的技术革新首先在美国等西方资本主义强国兴起，对各国的经济和社会发展产生了十分深远的影响，在知识经济时代，一国的竞争力更多的体现在以智力为基础科技创新和协调发展能力上。科技创新成果的转化决定一个地区的区域竞争优势和经济效益。高新技术产业的资源的使用效率、劳动生产力、工作效率都要传统产业高出许多。美国商业部 2009年的统计报告显示，当年信息技术部门及相关行业职工的平均收入比传统行业平均高64%^[2]。由于高新技术产业涉及的人才和知识都具有多样性，高新技术产业的知识和人才可以通过向其他行业渗透，从而形成高新技术群体，对当地的产业结构、社会结构、生活和思维方式等都产生了深远影响。因而许多国家在制定发展战略时都将发展高新技术产业作为其中重要的一部分，甚至是最重要的一部分。高新技术产业的发展程度已经成为衡量各地区经济发展的和社会进步的重要指标。高新技术产业在我国的发展起步比较迟，我国直到1991年才批准设立国家级高新技术开发区，国务院才着手开展高新技术企业认定的相关工作，当时我国的高新技术企业屈指可数。经过近20年的发展，我国高新技术产业从无到有、由弱变强。一大批拥有自主知识产权的的高新技术企业在神州大地纷纷涌现，华为、联想、小米等就是这其中比较具有代表性的企业。这些企业大都拥有自主知识产权的专利技术，在各自的领域中拥有一定的知名度，在相关技术领域都有一定的话语权。可以说高新技术企业已经成为我国发展高新科技产业的中坚力量，高新技术企业对我国经济发展、技术进步和综合国力的提升具有重要影响。高新技术产业为实现2020年全面建设小康社会的社会目标做出了突出贡献，加快了李克强总理在2016年4月的国务院常委会提出的“中国制造2025”强国战略的进程。
