摘 要

我国产业创新平台经过几十年的发展，已经成为我国创新体系的重要组成部分，对我国技术进步和产业创新有着重要的作用。本文首先对于产业创新平台的含义及其在国家产业创新体系中的作用进行阐述；接着从建设规模、建设成效等方面对于我国产业创新平台的建设状况进行分析；然后以产业创新平台的地域分布特征、产业分布特征等方面为切入点分析平台的发展特征；在此基础上总结分析平台发展存在的问题并提出相关对策建议。本文得出结论如下：我国产业创新平台在北京、上海、广东、江苏等东部地区几个城市发展较好；我国产业创新平台主要集聚于能源、材料、交通等七大战略性新兴产业；我国产业创新平台存在重复建设严重、建设运营资金投入机制不合理等问题。要解决这些问题就必须加强政府对于产业创新平台的引导作用，采用合适的治理模式和机制，促进平台参与主体之间的优势互补和合作创新。

Research on the Development of Industry Innovation Platform In China

ABSTRACT

Industry innovation platform in our country has developed for decades, and has become an important part of the innovation system, promoting our technological progress and industrial innovation .

This article focused on the current development of industrial innovation platform. By reading the theories at home and abroad, it explained the meaning of the industry innovation platform and the role. Then it analyzed the construction of China's industrial innovation platform from the scale of construction, and other aspects. Then it analyzed the development characteristics of industrial innovation platform from the geographical distribution of industrial innovation platform, industrial distribution. At last, this article concluded the problems of industrial innovation platform in China, and it produced some suggestions about how to improve industrial innovation platform in China. This article drew some conclusions: The innovation platform develops well in Beijing, Shanghai, Guangdong, Jiangsu and other eastern cities; The innovation platform gathered mainly in the energy, materials, transportation of seven strategic emerging industries. The innovation platform has some problems: Government's role is not entirely clear, redundant construction, uneven distribution, insufficient capital investment, resource utilization is not high, the incentive mechanism is not perfect, etc. To solve these problems, Government must step up to the guiding role of industrial innovation platform, stepping out appropriate governance model and mechanisms to promote complementarity and cooperation, providing adequate institutional safeguards to ensure sharing mechanism within the platform, stepping out correct and effective incentive models, Levels of management, and introduce competition mechanism.

第一章 绪论

1.1 研究背景

党的十七大报告提出“提高自主创新能力，建设创新型国家”；2015年的十三五规划建议提出“创新驱动发展”；2015年11月，习总书记提出“供给侧改革”，要想实现这些发展目标，最核心的部分在于如何实现产业创新。进入21世纪，竞争日益激烈，产业越来越集中化，技术越来越高新化，生产越来越精细化。我国产业发展虽然取得了很大的成就，但是与世界上一些发达国家和地区相比，如美国、德国等，还是存在着很大的差距的，如果不抓住时机进行产业发展，那么我国与那些大国之间的差距将会进一步加大，我国的国际地位将会受到威胁。所以亟需提供一个平台来帮助我国产业实现更好地发展。在此背景下，本文对于我国产业创新平台发展现状进行研究与探讨。

1.2 研究意义

1. 理论意义

对于我国产业创新平台，研究较多的是产业创新平台的运行机制、创新平台的等级认定、评价指标体系研究、或是基于某一视角的构建研究、针对某一地区的产业创新平台的建设研究，等等。而本文是先对于产业创新平台的含义及其在国家产业创新体系中的作用进行阐述；接着从建设规模、建设成效等方面对于我国产业创新平台的建设状况进行分析；然后以产业创新平台的地域分布特征、产业分布特征等方面为切入点分析平台的发展特征；在此基础上总结分析平台发展存在的问题并提出相关对策建议。目前这样子全方面的综合的研究论文数量相对较少，尤其是对产业创新平台现状的研究，由于没有统一的界定，更是被众多专家学者忽略的问题。因此研究我国产业创新平台的发展现状，在一定程度上是对创新理论的补充和丰富。这是本文写作的理论意义。

1. 实践意义

虽然我国产业发展速度较快，但在发展过程中还是存在着很多问题，许多产业都还由于技术不到位而没有实现很好的发展，尤其是关乎于国计民生的关键产业，如新材料产业、新能源产业，等等，这些产业与一些发达国家相比，如美国、德国等，还存在着很大的差距。产业创新平台给产业创新提供了所必需的要素和资源，有利于技术的进步，从而实现关键产业技术创新，缩小我国与发达国家的差距。这是本文的实践意义。

1.3 研究内容

论文首先通过对现有文献的整理对于产业创新平台的含义及其在国家产业创新体系中的作用进行阐述；然后论文从建设规模、建设成效等方面对于我国产业创新平台的建设状况进行分析；接着，以产业创新平台的地域分布特征、产业分布特征等方面为切入点分析我国产业创新平台的发展特征；在此基础上，总结分析平台发展存在的问题并提出相关对策建议。

1.4 研究方法

本文的研究方法如下：
