摘 要

在全球经济一体化进程加快，国家大力推进“一带一路”建设，资源在全球范围内的流动和配置大大加强，物流发展为世界各国经济建设、民生建设和军事建设等方面提供了重要的支撑。我国各地也如火如荼地开展着物流园区的规划和建设，现代物流属于城市经济的推进型产业，毫无疑问会对未来经济发展起到举足轻重的作用。

现代物流园建设在国家各种宏观政策刺激、市场拉动与技术驱使下呈现出多元化的经营服务模式、政府的建设投资支持加大、国家对园区发展的总体指导性更强、信息化建设加快、园区之间合作关系密切、智慧园区升级、标准化等特点。在我国物流园区虽然呈现百花齐放的状态，数量越来越多，但由于诸多因素的影响如：区位因素、相关政策、市场条件、地理环境等，导致部分物流园区因缺乏科学合理的规划设计导致园区经营效率较低、环境不友好、物流成本高、服务功能散乱等问题，在一定程度上限制了园区提供的物流能力，限制了区域经济发展。

本文在具体的武汉经济技术开发区的黄冈产业园项目的基础上，通过研究分析，从以下方面进行了建设一个与黄冈产业园相配套的临港物流园区的平面布局方案的研究。

（1）简要地阐述了近几年来国内外在物流园规划布局的研究成果，为配套物流园的布局规划方案的研究提供了理论基础。

（2）分析了武汉经济技术开发区整体情况和黄冈产业园的现状，提出了产业园的重点产业的选择和发展意见，对配套物流园区的货种、货量选择提供了指导性意见。

（3）预测唐家渡港口吞吐量，结合产业园规模对配套物流园区的目标年份货运量进行了定量预测。

（4）运用SLP法对配套物流园区的平面布局做出了科学合理的方案。

ABSTRACT

With the process of global economic integration accelerate, the state has vigorously promoted the construction of "One Belt And One Road", the flow and allocation of resources around the world has been greatly enhanced, and the development of logistics has provided important support for the economic, people's livelihood and military development of all countries in the world.The planning and construction of logistics parks in various parts of China are also in full swing. As a propelling-type industry of urban economy, logistics parks undoubtedly play a decisive role in the future economic development.

Modern logistics park construction in the national macro policy stimulus, markets and technology driven by present a diversified business service mode, the government and the state park construction investment and support the development of the overall guidance and accelerate the information construction, the park is close to the cooperation between, wisdom park upgrade, standardization, etc.There are more and more logistics park quantity, because the location factors, related policies, market conditions, the influence of geographical environment, and many other factors, the logistics park although the present state of flowers, but part of the logistics park construction is lack of scientific and reasonable planning layout to park operation efficiency is low, service function, logistics problems such as high cost, environment friendly, to some extent, limits the logistics park offers regional logistics function, limits the regional economic development.

On the basis of the specific project of wuhan economic and technological development zone huanggang industrial park, through research and analysis, this paper conducts a study on the plane layout scheme of building a lingang logistics park matching with huanggang industrial park from the following aspects.

(1) This paper briefly expounds the research results of logistics park layout at home and abroad in recent years, which provides a theoretical basis for the following research.

(2) Analyzed the current situation of wuhan economic and technological development zone and huanggang industrial park, proposed the selection and development of key industries in the industrial park, and provided guidance for the selection of goods and quantity in the supporting logistics park.

(3)The throughput of tangjiadu port was predicted, and the cargo volume of the supporting logistics park in the target year was quantitatively predicted based on the scale of the industrial park.

(4)The SLP method is used to make a scientific and reasonable plan for the layout of supporting logistics park.

在国家深化改革和一带一路建设的大背景下，全国经贸潜力不断释放，各地区间贸易不断加强。2017年，武汉正式进入到了建设成国家中心城市”最新的发展新阶段。黄冈市需要抓住武汉成为国家中心城市所带来的发展机遇，准确定位在国家、区域战略中的角色，有效对接先进要素流动何产业转移，不断探索在城镇群竞争格局中自身站位及其他地区差异化共赢发展之路，共同推动区域发展、跻身国际竞争领域、打造有世界影响力的城市群。为了抢先抓住新一轮产业变革机遇、转型提升、持续发展，黄冈设立了临空经济区。
