摘 要

在2014年9月，《国务院关于依托黄金水道推动长江经济带发展的指导意见》所发布的实施，要武汉正式确立国家级航运中心，其建设不仅将会关系着中部地区幌起战略的目标，更关系着长江经济带国家战略的实施。武汉长江中游航运中心建设正面临着重大的化遇和挑战。

本文构建了航运中心竞争力评价指标体系，应用AHP-物元可拓综合评价模型对其进行评价，为武汉航运中必进一步建设指明了方向，对推动长江经济带国家战略的实施具有重要意义。

本文的研究内容如下：首先研究背景与意义，国内外研究现状的基础之上提出了本文的研究内容与思路。之后分析了武汉航运中心发展现状与竞争力，分析了武汉航运中心发展现状与问题，同时利用竞争力分析SWOT模型分析了武汉航运中心竞争力分析。再次利用AHP-物元可拓模型的武汉航运中心竞争力评价，最后在这样的基础上上面提出了提高武汉航运中心竞争力的途径。

关键词：武汉航运中心；航运集疏运结构；安全保障

Abstract

Paper constructs shipping center competitiveness evaluation index system, application AHP- Element Extension comprehensive evaluation model to evaluate them for shipping in Wuhan will further pointed out the direction the construction of the Yangtze River economic zone to promote the implementation of the national strategy is important.

Contents of this paper are as follows: First, the research background and significance, research status at home and abroad on the basis of the contents and ideas presented in this paper. After analyzing the current situation of Wuhan shipping center development and competitiveness, analyzes the development status and shipping center in Wuhan problems, while the use of competitive analysis on SWOT analysis of the competitive analysis shipping center in Wuhan. Re-use of Wuhan Shipping Center Competence AHP- matter - element extension model, and finally on the basis of the above in such proposed to improve the shipping center in Wuhan competitive way.

第1章 绪论

1.1研究背景与意义

为了加快航运中心的建设以及发展，2005年的战略中形成了湖北省武汉市长江航运中心的战略目标以及思想结构。2011年的《国务院关于加快长江等究河水运发展的意见》中，长江和内河水运的发展上升为国家级的战略，武汉长江航运中心的战略地位是以国家层面明确的。2014年，在关于国务院依托黄金水道指导，促进长江经济带的发展。上游将为武汉国民航运中心的设立。与国家发展战略目标结合起来，在全国各省市建立武汉为主，推进武汉市的工作机制下的多方面的要积极的配合，主要是为了加快长江中游及上海国际航运中心、武汉航运中心、重庆长江航运中心和南京区域性航运物流中心建设等，武汉长江发展战略航运中心建设纲要，武汉长江航运中心核区建设规划，近期又实施计划（2014-2020）等顶层设计，并出台了一系列配套政策和措施。我们要不断加快航运服务业发展并且不断的完善和发展服务功能是已成为长江航运的一个重要环节，要促进可持续发展经济和重要的发展和战略地位。

新的时期客观来讲，武汉航运中心的发展仍处于发展的初级阶段，尤其是依靠宏观环境的黄金水道，促进长江经济带的发展，肩负着新的历史使命，武汉航运中心正面临着新的机遇和挑战，还有很多发展的空间。要如何抓住我国重要的战略目标和实施开辟新的机遇是加快推进武汉航运中心建设的关键所在，在长江，辐射能力的中游强大的服务功能和航运中心要尽早的成功建成和发展可以促进长江黄金水道的发展，可以提高如何加快综合交通运输体系和现代物流服务体系，沿江产业的转型升级驱动是依赖于黄金水道的宏伟目标，为促进长江发展经济带是目前一项重要而紧迫的任务。

由此该研究的成果可以对武汉航运中心的建设和发展的规划有着重要的实践和理论意义。具体表现如下：
