摘 要

随着互联网时代的迅猛发展，国民经济的快速增长，经济社会建设对于交通运输业也提出了更高的要求，而其中，建设服务型航运交易所更是当今社会的必然选择。水路运输作为交通运输的一个重要组成部分，同时具备运量大、污染少、能耗低等优点，符合两型社会建设发展的需求。长江作为我国的第一长河，具有丰富的水运资源，充分挖掘长江的航运功能有利于我国水运事业的建设。而武汉作为长江中游的重要航运中心，毋庸置疑，更是建设的重中之重。而在武汉航运中心建设下，同时面对位于长江上游的重庆航运交易所与位于下游的上海国际航运交易所三者之间的竞争与合作，武汉航运交易所如何发挥自身的地理优势，如何完善具有武汉特色的航交所功能，正是本文要探讨的问题。

本文对武汉航运中心的内涵及建设现状进行分析，同时分析其现阶段存在的问题；在探讨航运交易所的功能时，通过对比国际航运交易所、国内航运交易所的功能，从而确定具有中国特色的航运交易所功能定位；在进行武汉航运中心建设目标下航运交易所的功能研究时，充分比较重庆航运交易所、武汉航运交易所、上海航运交易所的功能与经营状况，考虑武汉的地域特点，从而确定具有武汉特点能够发挥武汉航运中心作用的航交所的功能定位；再探讨武汉如何发展航运交易所，如何进行其功能建设，并解析武汉航运交易所如何发挥作用；最后提出在武汉航运中心建设目标下武汉航运交易所发展的政策建议。

Abstract

With the rapid development of the Internet age, the rapid growth of the national economy, economic and social construction for the transportation industry has also put forward higher requirements, in which, construction of service-oriented shipping exchange is the inevitable choice of today's society. Water transportation as an important part of transportation, along with advantages such as great volume, less pollution, low energy consumption , accords with the needs of the development of resource-economical and environment-friendly society's construction. Yangtze River as China's first long river, with rich water resources, fully tap the Yangtze River shipping function is conducive to the construction of China's water transport business. And Wuhan as an important shipping center in the middle reaches of the Yangtze River, no doubt, it is the construction of the most important. And in the construction of Wuhan Shipping Center, while facing the upper reaches of the Yangtze River in Chongqing Shipping Exchange and located in the downstream Shanghai International Shipping Exchange between the three competition and cooperation, Wuhan Shipping Exchange how to play their own geographical advantages, how It is the problem to be discussed in this paper to determine the function of the voyage with Wuhan characteristics.

This paper analyzes the connotation and construction status of Wuhan shipping center, and analyzes its existing problems at the same time；in the discussion of the functions of the shipping exchange, by comparing the functions of the international shipping exchange, the domestic shipping exchange, to determine the characteristics of the shipping exchange with Chinese characteristics；when the function of the target under construction in Wuhan Shipping Exchange during shipping center, fully Shipping Exchange in Chongqing, Wuhan Shipping Exchange, Shanghai Shipping Exchange functions and operating conditions, considering the geographical features of Wuhan, Wuhan has to determine characteristics can Wuhan shipping play a central role in the SSE functional orientation; discusses and then discussing how to develop the shipping exchange in Wuhan, how to carry out its function construction, and analysis of Wuhan shipping exchange how to play a role. 第1章 绪论

• 1. 研究背景及意义

武汉因港而生,因港而兴。2011年，国务院指导意见提出要建立武汉航运中心，这一指导意见的提出对于武汉航运中心建设起到了战略指导作用。2016年7月,武汉长江航运产业研究中心正式挂牌成立，进行营业。而《长江经济带发展布局大纲》则提出,要依靠长江黄金水道,施展武汉的中部脊梁作用,加快建立武汉长江中游航运中心。《武汉航运中心总体规划》也提出武汉航运中心建设总体目标是:安身于长江,依靠空铁,辐射全球,承载国家经济动能转换策略需要,具备全球性多式联运资源配置和供应链管制才能的国内航运中心。

航运中心建设迅速的核心特性是航运交易市场发达，航运交易市场的核心载体就是航运交易所，因此，航运中心的重要构成部分是航运交易所，具备信息发布和交易平台两大重点功能。而航运交易所实质上属于第三产业——服务业，主要办理服务业务。2011年11月武汉航运交易所挂牌成立，开始提供服务，这也标志着武汉航运中心初步形成。2015年，武汉航交所进行架构重组。2015年10月16日是武汉航运交易所试运行的开端,于2016年1月8日正式运转。整个2016年,航交所航运因素汇集和行业影响力一直提升，买卖功用架构基本成型,推出交易平台,以及代理平台、网络拍卖平台。上海航交所、广州航交所、重庆航交所之后，武汉航交所成为国内运营的第四家航运交易所,挂牌时间相对较晚,在航运交易所经营管理方面可以比照上海重庆两地的航交所。
