摘 要

金属表面处理及热处理加工是机械工业中的一项非常重要的基础技术。近年以来，我国的金属表面处理及热处理加工技术有了很大的发展。在基础理论研究、创新技术研究等方面，我国与发达国家差距不大，但生产工序和生产设施落后、产品品质差、能源消耗较大、出产低效、污染严重，需要改进和完善的地方还很多。 

此次网带炉连续生产线扩建项目的环境影响评价主要是从两个大方面来完成。一方面是环境现状的评价。监测水环境、大气环境、噪声环境和固废环境四个方面，根据监测的数据分析评价项目所在区域的环境质量现状，并提出相应的防治措施；另一方面是根据监测数据对项目的影响进行预测评价，预测项目可能产生的主要环境问题，提出具体的解决方案。

本文通过研究分析有关的文件和项目的基础资料，包括项目背景、内容、规模，附近敏感因子等，对项目进行初步的工程分析，挑选出重点评价的项目。然后对项目进行了环境现状调查和环境影响评价，并根据评价的结果，提出了相应的环境保护和污染防治措施。

经过分析、研究，本扩建项目符合国家产业政策、项目所在区域建设总规划的要求。在严格落实提出的各项环保措施的前提下，项目对周围环境产生的影响很小，从环境保护的角度而言是可行的。

Abstract

Metal surface treatment and heat treatment processing is a very important basic technology in the machinery industry. In recent years, China's metal surface treatment and heat treatment processing technology has been greatly developed. In the basic theoretical research and innovative technology research, the gap between China and developed countries is not big, but the technology and equipment is backward, the product quality is poor, the energy consumption is big, the production efficiency is low, the pollution is serious, there is still a lot to improve.

The environmental impact assessment of the continuous production line expansion project is mainly completed from two aspects. On the one hand, is to assess the status quo of the environment. Monitoring the water, the atmosphere, noise and solid waste, according to the monitoring data to analyze and evaluate the environmental quality of the status quo, and put forward the corresponding preventive measures. On the other hand, according to the monitoring data to predict the impact of the project, predict the project may produce the main environmental problems, put forward specific solutions.

In this paper, through research and analyzes the relevant documents and basic data of the project, including project background, content, size, the sensitive factor and so on, has carried out preliminary analysis of the project, selected the key evaluation project.And then the investigation of environmental status and environmental impact assessment were carried out, and the corresponding environmental protection and pollution prevention measures were put forward according to the results of the evaluation.

Through analysis, this expansion project meets the requirements of the national industrial policy and the overall planning of the project area. If the environmental protection measures are strictly implemented, the impact of the project on the surrounding environment is very small and the project is feasible from the perspective of environmental protection.

1.1.1国内研究现状

我国以本国切实情况为基础，从国外的经验中学习，逐渐发展起来了环境影响评价。最初，我国只进行建设项目的环境影响评价，后来丰富到形成体系，同时进行项目环境影响评价、区域环境影响评价和战略环境影响评价。在发展的过程中，环境影响评价不断地得到完善^[1]。国内许多学者对环境影响评价的各方面做出了很多的研究，但对我国的环境影响评价工作来说，其存在时间较短，环境影响评价的制度也不完善，实际操作的机会少，导致经验十分不足^[2]。所以，在实际的环境影响评价工作中会出现不少的问题，主要涉及以下的几个方面：

（1） 我国真正实施环境影响评价的范围小，即使环境影响评价被我国制定为要无条件服从的规范，但是仍然没有普及，特别是一些中小型企业不能自觉的恪守我国的环境影响评价制度。
