摘 要

LNG的海上运输是其主要的运输方式之一。近些年来随着世界人数的增长和能源结构的调整,LNG海上运输总量将会不断增加。

但同时LNG船舶又是危险系数较高的船舶, 如果发生碰撞或泄漏等事故可能会带来灾难性的后果。因此, 有关LNG船舶通航安全保障措施为重中之重。

本文首先介绍LNG及LNG船舶的特性和危险性，其次找出影响LNG船舶在港期间通航安全的各种因素，然后依据其影响因素并且根据现有的保障措施提出一个LNG船舶在港期间通航安全保障方案，最后以温州港状元岙港区为实例提出温州港状元岙港区的LNG船舶通航安全保障方案。

Abstract

As one of the main transportation methods of LNG, ocean shipping has been on an upward trend, with an average annual growth rate exceeding 6%. It is foreseeable that with the growth of the world's population and the use of clean energy, the volume of LNG shipping will continue to increase in the future.

LNG ships are the ships with the greatest danger factor. Due to their flammable and explosive characteristics, the navigation risk of LNG ships is much higher than that of ordinary ships. Once a hazard occurs, it will cause inestimable losses to the entire port water area. Therefore, we should focus on the safety of navigation of LNG ships entering and leaving the port and during the port, and improve the level of safeguard measures.

This article first introduces the characteristics and dangers of LNG and LNG ships, secondly finds out the various factors that affect the navigation safety of LNG ships during the port, and then proposes an LNG ship navigation safety during the port based on the influencing factors and the existing safeguards For the guarantee scheme, finally, taking the Wenzhou Port Zhuangyuan'ao Port Area as an example, the LNG ship navigation safety guarantee scheme for the Wenzhou Port Zhuangyuan'ao Port Area was proposed.

1.选题背景

近年来，随着全球开始进行能源转型，清洁能源的需求越来越多。其中，LNG（液化天然气）因其清洁无污染的特性越来越受到关注，天然气在能源供应中的比例迅速增加，正以每年增幅约12%的速度高速增长。随着带来的是LNG新船成交量的迅速上升。并且大型LNG船舶占据主体市场^[1]，截至2018年年底共有LNG船舶563艘。而且根据SIGTTO与2019年8月发布的2018年年度报告，全球现有LNG码头终端的数量增长也很快，截止当时已有92座LNG码头终端。

LNG的海上运输是其主要的运输方式之一。贸易量一直处于上升趋势, 年均增长率超过6%。可以预见, 随着世界人口数量和使用清洁能源需求的增长, 今后LNG海运量还将不断增加^[2]。

因为LNG具有的一些特殊性质，若是LNG船舶发生事故，其后果可能是灾难性的。根据DNV、Lloyds、SIGTTO、OSC等组织多年来对LNG船舶事故的追踪统计，1964年至2010年间有详细记录的LNG船舶事故有45起^[3]，LNG船舶发生事故时的状态如图1.1所示。
