摘 要

本文以全面预算管理管理理论为基础，选取正在蓬勃发展的物业管理企业作为重点研究对象，分析了我国物业行业预算管理的特征及主要问题，并对完善与加强物业管理企业全面预算管理提出措施和建议。其研究有助于提升物业管理公司的预算管理水平，并为同类公司改善全面预算管理提供参考和借鉴。

论文主要研究了全面预算管理在物业管理企业应用的问题及其相应的完善措施，并结合福赛德物业的预算管理进行了案例分析。

研究结果表明：物业管理行业在全面预算管理过程中，还存在预算意识淡薄、预算体系不够完善、预算反馈不够及时等诸多问题，我国物业公司必须通过增强企业的预算管理意识，建立健全全面预算管理体系、完善有效的考评机制等措施，以期提高物业企业全面预算管理水平及企业效益。

本文的特色：以福赛德物业为典型案例，理论联系实际，所提建议对提高我国物业公司的预算管理水平有一定参考价值。

Abstract

This article is on the basis of the management theory of the Comprehensive Budget Management, it selects the booming developed property management company as the object of study, and to analyse the management of the budget's status and main problem of our country's property industry, and also to put forward the measures and suggestions to improve and strengthen the property management company's comprehensive budget management. Which is helpful for improving the level of the property management company's management of the budget and provide the similar companies with the reference of improving the comprehensive budget management.

This article mainly studies the status, problems and corresponding perfect measures of the use of the comprehensive management of the budget on the property management company, and to take Forside properties' management of the budget as the example to do the case analysis.

The study shows that the property management industry on the process of the comprehensive management of the budget still exist weak consciousness of budget, inadequate budget system, unseasonal feedback of the budget and more other problems, our country's property industry must via strengthen the consciousness of company's management of the budget, establish and perfect the comprehensive budget management system, consummate valid evaluation system these measures, in order to improve the property industry's level of the comprehensive budget management and enterprise benefit.

The characteristic of this paper: take the Forside properties as the typical example, to link theory with practice, the suggestions that are put forward has some reference value to improve our the level of the budget management of our country's property company.

近年来，我国物业行业发展势头良好，不断扩张的市场需求孕育了一大批新兴的物业管理企业。物业市场随着有关部门、行业协会颁布的一系列物业管理法规、制度而日趋成熟。对于我国物业行业，这既是挑战也是机遇。能够时刻把握市场动向的物业企业会逐渐在激烈的市场竞争中脱颖而出。同时，国际上物业概念的更新以及国际化大企业的引入，暴露出我国物业公司经营能力不足等弱点。

针对现行物业管理企业管理模式单一且效率低下的问题，推行全面预算管理，能够更新物业行业经营管理理念，让资源在企业中更好地实现协调和配置，以期提高物业管理企业的管理水准，增强其竞争力。
