摘 要

高校创业孵化器作为大学生创业的一个重要载体，同时也是带动就业的一种途径，有着十分明显的社会效益和经济效益。本文以高校创业孵化器的运营模式为研究主体, 查阅大量有关高校创业孵化器运营模式的相关文献，以及国家和政府关于高校创业孵化器运营意见的文件，找出影响高校创业孵化器运营能力的影响因素，再结合武汉理工大学创业孵化器运营模式实例分析，最后提出保障其有效运营的措施。首先阐述高校创业孵化器的研究背景、目的及意义和国内外的研究现状；其次详细描述高校创业孵化器的有关概念、影响运营模式的因素和运营模式的主要类型；在此基础上，以具有一定代表性的武汉理工大学创业孵化器为例，对武汉理工大学创业孵化器的运营模式和其优劣势进行分析；最后，结合高校创业孵化器实际运营情况和武汉理工大学孵化器运营的特点，对有效运营高校创业孵化器提出五大方面的保障措施。论文为我国高校创业孵化器的运营管理具有一定的参考价值和借鉴意义。

Abstract

As an important carrier for college students to start their own businesses, college business startup incubators are also a way to promote employment and have very obvious social and economic benefits. This article takes the operating model of the college's business incubator as the research subject, consults a large number of relevant literature on the operating model of the college's business incubator, and the national and government documents on the operating opinions of the college's business incubator to identify the influencing factors affecting the operating ability of the college's business incubator. Based on the analysis of the operating model of the startup incubator at Wuhan University of Technology, the measures to guarantee its effective operation are put forward. Firstly, the background, purpose and significance of the college incubator are described and the research status at home and abroad are described. Secondly, the concept of the college incubator, the factors affecting the operating model, and the main types of the operating model are described in detail; on this basis, there is a certain degree of representation. Taking the example of an incubator at Wuhan University of Technology as an example, it analyzes the operating model and advantages and disadvantages of the incubator at Wuhan University of Technology. Finally, it combines the actual operation of the college’s business incubator and the characteristics of the incubator operation of Wuhan University of Technology to effectively operate the college’s business incubator. Put forward five major safeguards. The dissertation has certain reference value and reference significance for the operation and management of college incubators in China.

1.1 研究目的及意义

1.1.1研究背景

随着我国高等院校不断扩招，每年毕业季，高校毕业生人数不断增加，到2018年预计达到820万，就业形势不容乐观。年年都是“史上最难就业年”。针对不容乐观的就业形势，政府提出了以“创业带动就业”和 “鼓励多渠道就业、多形式就业、促进创业带动就业，推动实现更高质量的就业”的重要举措，各地政府制定一系列政策促进大学生创业，同时，作为大学生创业的重要阵地，许多高校创办了服务于大学生创业的孵化器、创业园或者孵化基地等，以实际措施推动促进大学生创业。

麦克思研究院公布的《2017年中国大学生就业报告》数据表明，从2011年到2017年，高校学生创业率由1.6%提高到3.0%，以2017年795万名大学毕业生的数量来算，每年有20万以上的大学生进行创业。而对于大学生来说，创业最重要的一个载体就是学校的创业孵化器，如表1.1所示，高校创业孵化器处于蓬勃发展之势，而且对于大学生的就业、产生的经济效益都取得很好的效果，所以本文选择高校创业孵化器作为研究对象。
