摘 要

随着我国的“城镇化建设”口号的提出，城镇出现了诸多变化，人口分布复杂、人口规模不断扩大、社会结构产生变革等等，使得城镇的公共服务需求不断增加，其中就包括医疗卫生公共服务的需求。我国自新医改实施后，现阶段虽已取得一定的成效，但随着医疗机构数量的不断庞大，城乡之间医疗服务的差距日益明显，城镇社区也存在着诸如卫生服务配置资源不足、服务能力有待提高、政府支持力度不够等问题。城镇社区医疗卫生公共服务作为城市卫生服务的重要组成部分，在实行“健康中国”的大背景之下，理应承担起实现基本医疗卫生公共服务均等化的责任。城镇社区的医疗卫生公共服务不仅紧密联系着居民的身体健康，而且良好的服务还能够帮助居民解决其基本医疗需求。

因此，本课题从“城镇社区医疗卫生公共服务”相关概念入手，以南京市西岗街道齐名路社区为例，分析目前城镇社区医疗卫生公共服务的现状，通过问卷调查,对社区居民医疗卫生公共服务的需求有一定程度的了解，找出其在服务过程中存在的问题，并结合居民需求，提出提高城镇社区医疗卫生公共服务水平的建议。

Research on the Present Situation, Problems and Countermeasures of Urban Community Medical and Health Public Services

Taking Qiming Road Community, Xigang Street, Nanjing as an Example

Abstract

With the proposal of the slogan of "urbanization construction" in China, many changes have occurred in cities and towns, such as complicated population distribution, expanding population scale and social structure transformation, etc., which have increased the demand for public services in cities and towns, including the demand for medical and health services. Since the implementation of the new medical reform in China, some achievements have been made at the present stage. However, with the increasing number of medical institutions, the gap of medical services between urban and rural areas is becoming increasingly obvious. Urban communities also have problems such as insufficient health service allocation resources, service capacity to be improved, and insufficient government support. As an important part of urban health service, urban community medical and health service should shoulder the responsibility of equalization of basic medical and health service under the background of "healthy China". Medical and health public services in urban communities are not only closely related to residents' physical health, but also can help residents solve their basic medical needs.

Therefore, this topic from the related concept of "urban community health public service", to community xi-gang street along the road, nanjing city as an example, the analysis of the current situation of the urban community public health care services, through the questionnaire survey, the community residents health public service needs a certain degree of understanding, find out the problems existing in the operation process, and connecting with the residents' demand, put forward Suggestions for the improvement of urban community health level of public services.
