摘 要
在当今竞争激烈的经济环境下,企业要想实现长远发展的目标,必须立足于企业本身的业务,不断完善管理模式,从各方面尽可能的降低成本,增加收益,提高企业的综合实力。采购作为企业生产运营中的重要环节,其工作质量会直接影响到企业的经营效益,因此,加强全面采购质量管理就显得十分必要。
论文主要探讨了将全面质量管理思想运用到采购质量管理上的问题,重点从全方位、全过程、全员参与三个方面构建全面采购质量管理体系。论文主要内容如下:(1)讨论了采购质量管理的相关概念和理论,论述了在采购质量管理中运用全面质量管理的必要性和重要意义。(2)研究阐述了以全方位、全过程和全员参与为特征的全面采购质量管理的内容体系。全方位质量管理指采购产品质量、采购工作质量和供应商质量三个部门的质量控制手段,其中着重分析了采购组织结构、采购策略选择以及供应商选择评价体系。全过程质量管理是以预防为主的思想从事前规划、事中执行和事后考核三个阶段分析相应的质量管理措施。从全员参与质量管理角度明确了采购质量的权责体系,强调了提高全员质量意识和专业技能的重要性。(3)针对具体案例XX公司的采购质量管理体系进行分析评价。运用全面采购质量管理的原理,从调整采购组织机构,制定科学的采购策略,建立系统全面的供应商评价体系等方面,研究提出了改进企业采购质量管理,提高企业的采购质量管理水平的思路和建议。
研究结果表明采购质量管理作为采购管理的一个重要部分,将全面质量管理思想应用到采购质量管理当中对解决当今企业采购方面存在的主要问题具有十分重要的意义。本文的创新点在于明确了采购质量管理的概念,并通过从全方位、全过程、全员参与三个方面分析构建全面采购质量管理体系,全面提高对采购质量管理的重视程度,同时为管理者确定管理模式和体系提供依据。

Abstract
In today's fiercely competitive economic environment, for companies to achieve long-term development goals, they must base themselves on the business of the enterprise, constantly improve the management model, reduce costs from all aspects as much as possible, increase revenue, and improve the overall strength of the enterprise. Purchasing is an important part of an enterprise's production and operation, and its work quality will directly affect the company's operating efficiency. Therefore, It is necessary to strengthen the overall quality management of procurement.
The thesis mainly discusses the application of total quality management ideas to procurement quality management, focusing on building a comprehensive procurement quality management system from three aspects: all-round, full process, and full staff participation. The main content of the thesis is as follows: (1) Discuss the relevant concepts and theories of procurement quality management, and discuss the necessity and significance of the use of comprehensive quality management in procurement quality management. (2) The research elaborated the content system of comprehensive procurement quality management featuring all-round, whole process and full staff participation. Comprehensive quality management refers to the quality control methods of the three departments of purchased product quality, procurement work quality and supplier quality, which focuses on the analysis of procurement organization structure, procurement strategy selection and supplier selection evaluation system. The whole process of quality management is based on the idea of prevention, and the corresponding quality management measures are analyzed in the three stages of pre-planning, in-process execution and post-assessment evaluation. From the perspective of all employees participating in quality management, the authority and responsibility system for purchasing quality is clarified, and the importance of improving the quality awareness and professional skills of all employees is emphasized. (3) Analyze and evaluate the procurement quality management system of XX Company for specific cases. Using the principles of comprehensive procurement quality management, from the aspects of adjusting the procurement organization, formulating a scientific procurement strategy, establishing a systematic and comprehensive supplier evaluation system, etc. research and put forward ideas and methods to improve the procurement quality management of the enterprise and the enterprise’s procurement quality management level.
The research results show that procurement quality management is an important part of procurement management. Applying the concept of total quality management to procurement quality management is of great significance to solve the major problems in today's corporate procurement. The innovation of this article is to clarify the concept of procurement quality management, and to build a comprehensive procurement quality management system by analyzing from three aspects: all-round, full process, and full staff participation, to comprehensively increase the importance of purchasing quality management, and for the managers Determine the management model and system to provide the basis.
