摘 要

武汉航运是物流中心不断发展和不断扩大的港口业务的产物。随着调度中心功能的发展，调度中心与它所放置的区域集成在一起，不仅可以促进其所在城市的经济发展、成为航运枢纽，而且可以促进武汉及其省级的经济发展。同时，物流中心还依靠区域经济发展、经济活动的扩展、科学技术的进步、生产率的提高和分销网络的发展。这为航运公司以及相关港口和航运业的发展做出了贡献。在经济全球化的影响下，航运公司与当地各城市经济发展之间的因果关系是互动的。最近，我国一直奉行“发展中部地区”的战略，例如发展直接经济中心间接带动发展中部地区的无限循环。这是一项全面的试点改革，以促进社会经济稳定发展，创建企业并着手制定国家发展战略，为了把握住这个千载难逢的机遇，首先需要将武汉的长江中游考察中心建设纳入国家发展战略之中，以此作为武汉航运中心和武汉城市环境的开发区。因此本文以STOW法、文献法以及经验总结法从武汉航运中心的功能及发展状况、武汉航运中心发展战略与战略选择以及发展战略实施对策等方面对本课题进行了研究。从武汉航运中心的功能、武汉航运中心的类型以及武汉航运中心现状等方面对武汉航运中心的功能及发展状况进行了分析，从主要发展路径的提出以及路径选择等方面对武汉航运中心发展战略与战略选择进行了分析，最后创新航运中心管理机制、繁荣港航运输市场、积极发展保税港区、规划物流园区和集疏运体系、加强区域内各港口和城市之间的分工合作、改善投资营商环境，鼓励中小企业发展、完善投融资体制，有序建设港航基础设施以及发挥市场主导作用，积极培育现代航运服务业等方面提出了发展战略实施对策。

abstract

Wuhan shipping is the product of the continuous development and expansion of the port business of the logistics center. With the development of the function of the dispatching center, the integration of the dispatching center and the area it placed can not only promote the economic development of the city where it is located and become a shipping hub, but also promote the economic development of Wuhan and its provincial level. At the same time, the logistics center also relies on the development of regional economy, the expansion of economic activities, the progress of science and technology, the improvement of productivity and the development of distribution network. This has contributed to the development of shipping companies and related ports and shipping industry. Under the influence of economic globalization, the causal relationship between shipping companies and the economic development of local cities is interactive. Recently, China has been pursuing the strategy of "developing the central region", for example, developing the direct economic center indirectly drives the infinite cycle of developing the central region. This is a comprehensive pilot reform to promote the stable development of social economy, establish enterprises and start to formulate national development strategy. In order to grasp this once-in-a-lifetime opportunity, first of all, it is necessary to integrate the construction of Wuhan's investigation center in the middle reaches of the Yangtze River into the national development strategy, as the development zone of Wuhan shipping center and Wuhan urban environment.Therefore, this article studies the subject from the aspects of function and development status of Wuhan Shipping Center, development strategy and strategy selection of Wuhan Shipping Center, and implementation strategy of development strategy with STOW method, document method and experience summary method.
